Expose people or structures to a significant risk of loss, injury, or <br /> death involving wildland fires, including where wildlands are <br /> adjacent to urbanized areas or where residences are intermixed <br /> with wildlands? <br /> NARRATIVE DISCUSSION <br /> Environmental Setting <br /> The proposed project site is designated and zoned for industrial use. It is a fully <br /> developed industrial site that is occupied by the existing ESRTS and the adjoining <br /> recently-acquired property to the west. To evaluate historic uses of the site and <br /> immediate vicinity, aerial photographs covering 1957, 1963, 1970, 1982, 1993, 1998, <br /> 2005 and 2006 were reviewed. The site was developed with two large structures by <br /> 1963, a linear structure towards its northwest corner and a large square structure <br /> imidway along its south boundary. Additional structures are apparent beginning in 1970. <br /> The configuration of the structures, asphalt areas and other features suggest its use as <br /> industrial land use since at least 1970. On the surrounding parcels to the north, east <br /> and west large warehouse-type structures are visible suggesting long term industrial- <br /> type land uses in the general vicinity. A railroad right-of-way is located adjacent and <br /> north of the project site. The Highway 4 alignment is visible beginning in 1982 <br /> approximately 450 feet to the south. <br /> A regulatory database report was obtained and reviewed for the site and the <br /> surrounding area to identify sites where contamination incidents have been reported or <br /> for nearby operations that use or are generators of hazardous materials. The site at <br /> 2435 Weber Avenue was identified in the regulatory database search and identified on <br /> multiple databases (SWF/LF, WDS, FINDS, RCRA-NonGen, NPDES, CA FID UST, <br /> UST, HIST UST, SWEEPS, HAZNET, AST, EMI). <br /> The facility appears on the Solid Waste Facilities/Landfill Sites database (SWF/LF), <br /> which typically contain an inventory of solid waste disposal facilities or landfills in a <br /> particular state. The data is generated from the Integrated Waste Management Board's <br /> Solid Waste Information System (SWIS) database. Records indicate that the site is an <br /> active waste disposal site that receives construction/demolition, industrial and wood <br /> waste. It is listed as having a permit to operate beginning on December 8, 2000. Its <br /> SWIS identification number is 39-AA-0018. The site appears on the Waste Discharge <br /> System (WDS) list which is a State Water Resources Control Board listing of sites that <br /> have been issued waste discharge requirements.
