KLE/NFEL®EF?
\ Bright People.Right Solutions.
1 f. Be located within the vicinity of a private airstrip and result in a
safety hazard for people residing or working in the project area? 4
g. Impair implementation of or physically interfere with an adopted
emergency response plan or emergency evacuation plan?
h. Expose people or structures to a significant risk of loss, injury, or
death involving wildland fires, including where wildlands are
adjacent to urbanized areas or where residences are intermixed
with wildlands?
NARRATIVE DISCUSSION
Environmental Setting
The proposed project site is designated and zoned for industrial use. It is a fully
developed industrial site that is occupied by the existing ESRTS and the adjoining
recently-acquired property to the west. To evaluate historic uses of the site and
immediate vicinity, aerial photographs covering 1957, 1963, 1970, 1982, 1993, 1998,
2005 and 2006 were reviewed. The site was developed with two large structures by
1963, a linear structure towards its northwest corner and a large square structure
imidway along its south boundary. Additional structures are apparent beginning in 1970.
The configuration of the structures, asphalt areas and other features suggest its use as
industrial land use since at least 1970. On the surrounding parcels to the north, east
and west large warehouse-type structures are visible suggesting long term industrial-
type land uses in the general vicinity. A railroad right-of-way is located adjacent and
north of the project site. The Highway 4 alignment is visible beginning in 1982
approximately 450 feet to the south.
A regulatory database report was obtained and reviewed for the site and the
surrounding area to identify sites where contamination incidents have been reported or
for nearby operations that use or are generators of hazardous materials. The site at
2435 Weber Avenue was identified in the regulatory database search and identified on
multiple databases (SWF/LF, WDS, FINDS, RCRA-NonGen, NPDES, CA FID UST,
UST, HIST UST, SWEEPS, HAZNET, AST, EMI).
The facility appears on the Solid Waste Facilities/Landfill Sites database (SWF/LF),
which typically contain an inventory of solid waste disposal facilities or landfills in a
particular state. The data is generated from the Integrated Waste Management Board's
Solid Waste Information System (SWIS) database. Records indicate that the site is an
active waste disposal site that receives construction/demolition, industrial and wood
waste. It is listed as having a permit to operate beginning on December 8, 2000. Its
SWIS identification number is 39-AA-0018. The site appears on the Waste Discharge
System (WDS) list which is a State Water Resources Control Board listing of sites that
have been issued waste discharge requirements.
