KL.EINF-ELDER
.
"right People.Right Solutions.
within its onsite storm water runoff are considered a minor threat to water quality. The
site operates under National Pollutant Discharge Elimination System (NPDES) Permit
No. CAS00001. Further details were not provided from the database, but generally this
permit would outline the wastewater discharge requirements for the Project area. The
goal is to capture all storm water runoff and wash water, and discharge 100 percent to
the sanitary sewer.
The AST list is a State Water Resources Control Board listing of sites that are
aboveground petroleum storage tank facilities. The list indicates an active 1,330-gallon
AST. The site reconnaissance noted a large poly AST midway along the south
boundary (Weber Avenue).
r The California Underground Storage Tank (UST) database is a list of registered
■ underground storage tanks within California that has been commonly known as the
SWEEPS Report. The Facility Inventory Database (CA FID UST) contains active and
inactive UST locations. Historically, its previous operation as Commercial Salvage
reportedly contained 10,000-gallon capacity underground storage tank (UST). The tank
was installed in 1972 and was utilized for diesel fuel. The local Certified Uniform
Program Agency (CUPA) indicates the status of this facility as closed but does not list a
closure date. The HIST UST database lists the facility type/use as a gas station.
Resource Conservation and Recovery Information System (RCRIS) includes selective
information on sites which transport, store, treat, and/or dispose of hazardous waste
(referred to as TSD sites) as defined by the Resource Conservation and Recovery Act
j (RCRA). The RCRA listing however, hazardous wastes are not generated (Non-Gen) at
the facility's premises as part of the company's business practices (Commercial
Salvage).
The HAZNET database is extracted from the copies of hazardous waste manifests
received each year by Department of Toxic Substance Control. From 1999 to 2002, its
previous operation as Commercial Salvage was reported as generating oil/water
separation sludge and other unspecified oil-containing wastes.
The Facility Index System/Facility Identification Initiative Program Summary Report
(FINDS) contains both facility information and pointers to other sources that contain
more detail. In this instance, the Project area appears on the National Emissions
Inventory (EMI) list due to stationary and mobile sources that emit criteria air pollutants
as well as hazardous air pollutants (HAPs).
The Leaking Underground Storage Tank database (LUST) indicated 18 listings within Y2
mile of the site (ASTM search distance) of the site. Three of these listings are the
subject of ongoing groundwater investigations by the Regional Water Quality Control
Board Central Valley (RWQCB). Due to their distance in relation to the site, these
listings are not anticipated to impact the site. Six listings appear on the EnviroStor
121339/ST011 R?26 3-33 October 14, 2011
Copyright 2011 Kleinfelder
