KLE/NFEL®ER
Bright People.Fight Solutiom
b. Off-Site Transportation Sources. Off-site transportation sources would include
truck and other vehicle traffic generated by the project as it occurs on public
streets, including Weber Avenue adjacent to the site. Noise from these sources
was analyzed with respect to standards for"transportation-related sources."
The proposed project would involve a beneficial noise effect at the existing Lincoln
Street site. The project would eliminate all existing trucking and waste processing
activity at this location, reducing existing noise levels for land uses in the vicinity.
tImpacts of On-Site (Land Use-Generated) Operations on Noise-Sensitive Land Uses in
the Project Vicinity
The CSAI study quantified noise that would be generated from the expanded recycling
facility and calculated project-generated noise levels that would be experienced at
residential commercial and industrial land uses in the project vicinity. This analysis is
summarized in Table 6 below:
TABLE 3-6
PROJECT NOISE LEVELS AT NEAREST LAND USES
Land Use Descriptor Predicted Noise Applicable Noise Exceedence
Level (dB) Standard (dB)
Residential Leq Day 55 55 No
Leq Night 52 45 Yes
Lmax Day 74 65 Yes
Lmax Night 74 65 Yes
Commercial Leg 58 65 No
Lmax 78 75 Yes
Industrial Leg <70 70 No
Lmax <80 80 No
The CSAI analysis indicates that noise generated from within the proposed project site
would exceed City Development Code noise standards for residential and commercial
land uses in the project vicinity. This is a significant noise effect, and feasible mitigation
measures must be identified.
CSAI identified mitigation measures that would result in acceptable noise levels at
nearby residential uses. Mitigation measures would consist of 8-foot tall perimeter
barriers along a portion of the ESRTS site as well as an 8-foot barrier along the west
121339/ST011 R226 3-49 October 14, 2011
Copyright 2011 Kleinfelder
