1 KLEINFEL®E
\ Bright People.Right Solutions.
Impacts of Transportation-Related Noise Associated with the Project on Land Uses in
the Project Vicinity
The CSAI study also quantified noise that would be generated by project-related truck
and other traffic increases. Transportation-related noise was compared to the
applicable standards for noise-sensitive land uses as shown in the Development Code.
For residential uses, the standard is 65 dB Ldn for outdoor areas and 45 dB Ldn for
indoor spaces. Indoor standards of 45 dB can ordinarily be maintained if the outdoor
levels fall within standards. Commercial and Industrial land uses are not identified as
11noise-sensitiveland uses.
Calculated transportation-related noise levels at residential land uses in the project
t vicinity (along E. Myrtle Street) would not exceed 65 dB Ldn. Actual noise levels at the
residences would likely be below the predicted level due to the presence of existing and
required mitigation barriers between the noise source and receptor.
Level of Significance: Less than significant
Mitigation Measures: None required
IPotentially Less Than Less Than No
12.POPULATION USI — Significant Significant Significant Impact
Impact With Impact
Mitigation
Would the project: Incorporation
a. Induce substantial population growth in an area, either directly 4
(e.g., by proposing new homes and businesses) or indirectly(e.g.,
through extension of roads or other infrastructure)?
b. Displace a substantial number of existing housing units, 4
necessitating the construction of replacement housing elsewhere?
c. Displace a substantial number of people, necessitating the
construction of replacement housing elsewhere?
NARRATIVE DISCUSSION
Environmental Setting
tThe project site is located within the City limits of the City of Stockton. The City of
Stockton has grown from a 1990 population of 211,000 (California Department of
Finance, Report E-4) to a 2010 U.S. Census population of 291,707, which amounts to
total growth over that period of about 38.3%. The 2010 U.S. Census reports 99,637
housing units in the City of Stockton. The California Department of Finance estimates
that about 72% of the housing units in Stockton in 2010 were single-family units,
approximately 27% were multi-family units, and about 1% were mobile home units
(California Department of Finance Report E-5a, 2010).
121339 -STO!1 8226 3-51 October 14, 2011
Copyright 2011 Kleinfelder
