The project site is developed with an existing recycling facility and other
buildings. Surrounding lands are developed with industrial facilities, except for an area
of existing single-family residential homes located between the project site and SR 4
Crosstown Freeway to the south.
Environmental Impacts
Impacts on Population and Housing
The proposed project would involve minor impacts on population or housing. Although,
overall Stockton has been experiencing growth, the area surrounding the project site is
build-out and industrial in nature. Three nearest residential homes would not be subject
to demolition, however surrounding neighborhoods would involve no significant
environmental effect and no physical disturbance.
The project proposes the relocation of recycling facilities to a site that already contains a
recycling facility. Since the project would primarily consolidate recycling facilities, it is
not expected to generate additional employment at a level that would indirectly induce
growth by generating increased population. The project is located in a developed area
with available infrastructure. Therefore, there would be no induced growth from the
installation of new infrastructure.
The project proposes to include APN 153-180-08 as part of the project, APN 153-180-
09 is also owned by the project applicant. Under the proposed Noise mitigation the
applicant would also purchase APN 153-180-14 and 153-180-12 to reduce project noise
impacts to less than significant. These parcels currently have single-family residence
that is occupy them. These residences would be demolished, residents within these
dwelling units could be displaced, however, the project would directly affect only these
four residences, and alternative dwelling units are available in Stockton. A review of the
website of the Stockton Record newspaper on September 8, 2011 showed 120 listings
for rental properties in the Stockton area. It should be noted that these residences are
zoned for limited industrial land uses. Therefore, the project would not substantially
treduce the City's housing stock nor would it displace a substantial number of people.
Overall, impacts related to population and housing would be less than significant.
Level of Significance: Less than significant
Mitigation Measures: None required
121339/ST011 R226 3-52 October 14, 2011
Copyright 2011 Kleinfelder
