Lovelace Large Volume Transfer Station <br /> Page 5 of 10 <br /> 14 CCR 17442 Station Modifications <br /> I did not observe significant changes from any permitted design or <br /> operations at this station. <br /> 14 CCR 17451 Design Responsibility <br /> This standard applies to new facilities only. This is not a new <br /> facility. <br /> 17453 Public Health Design Parameters <br /> The station was designed in a manner which minimizes problems <br /> associated with vector propagation, creation of nuisances, and public <br /> safety. <br /> 14 CCR 17461 Weight and Volume Records <br /> Weight and volume records of each transaction are recorded at the <br /> computerized scale house. These computerized records are used to <br /> generate reports on quantities of waste entering the station and <br /> waste and recycled materials exiting the station. The reports are <br /> maintained at the San Joaquin County Department of Public Works <br /> office and forwarded to the LEA bi-monthly. <br /> 14 CCR 17462 Special Occurrences <br /> A log of special occurrences was maintained at the site office and <br /> contained the specified information. <br /> 14 CCR 17463 Inspection of Records <br /> All applicable records were available for review during the <br /> inspection. <br /> 14 CCR 17471 Availability <br /> Observations made during the inspection indicate the operator employs <br /> sufficient personnel to deal effectively and promptly with matters of <br /> operation, maintenance, environmental controls, records, emergencies , <br /> and health and safety. Mr . Lomas indicated that there are 12-14 <br /> employees on-site during operations, 6 county employees and 6-8 AWPs. <br /> 14 CCR 17472 Training <br /> The operator provides training in transfer station operations, <br /> equipment usage, health and safety matters, and hazardous waste <br /> screening. Mr . Lomas indicated that with the high turnover in AWPs <br /> and the fact that station personnel work four ten hour days, training <br /> session are held both on Tuesday and Saturday of each week . A <br /> Hazardous Waste Exclusion Program was adopted and initiated in July <br /> 1987 . <br /> 14 CCR 17473 Supervision <br /> Supervisory personnel are on site at all times according to Mr . <br /> Lomas whose counterpart works on Mr . Lomas ' days off. I saw nothing <br /> to indicate a lack of supervision at this site. <br /> Wa te_Management Specialist <br />
