0 0
Lovelace Large Volume Transfer Station
14 CCR 17493 Communication Facilities
The site telephone number is 209-239-9782.
14 CCR 17494 Lighting
Adequate lighting was provided at the site to insure safety, to
monitor the effectiveness of cleaning operations, and for the
inspection of loaded transfer vehicles .
14 CCR 17495 Fire Fighting Equipment
There are three water tanks on-site. The two largest ( 6 , 000 and
7 , 500 gallons) , connected to a high pressure pump, are for fire
control . I observed that repairs had been completed on a leaking
water valve and the door of the fire hose storage box as requested in
the 12/90 LEA inspection.
The 1/91 LEA inspection report indicates that on-site fire
extinguishers have been serviced. I found them to have current tags.
I contacted the Manteca-Lathrop Fire Department ( 209-982-5170 ) prior
to the inspection. No problems with the transfer station had been
reported in the past six months.
14 CCR 17496 Protection of Users
The facility was designed, constructed, and operated to minimize
contact between users and solid waste. Public and commercial
vehicles are segregated into separate dumping areas . The loading pit
has four foot high cement barriers along both sides, except for a
fifteen foot gap where waste is pushed into transfer trailers. Mr .
Lomas showed me a new railing that will be installed on the wooden
back-hoe platform.
14 CCR 17497 Personnel Health and Safety
The operator provides twice weekly -training to employees regarding
transfer station operation and equipment usage. Emphasis is placed
on health and safety issues, including accident prevention/avoidance.
The LEA requires that safety equipment be provided for and used by
all employees in accordance with the Lovelace Transfer Station
Employee Work Rules. The station operator provides safety equipment
and supplies to all employees. Station personnel are required to
wear safety equipment including a hard hat , boots, and safety vest.
(Note: AWPs are provided with hard hats and safety vests. They are
required to wear their own hard soled shoes and are requested to
bring their own gloves to the site. )
Waste Management Specialist
