This transfer station does not have a closed or sheltered <br /> area where the solid waste is stored and loaded. During any <br /> rainy period the loading operation is somewhat slower than in <br /> dry, clear weather. <br /> We have recently established a recovery area for receiving <br /> metals. The metal is loaded and transported to a metals firm in <br /> Stockton for sale and disposal. The type of truck that normally <br /> transports the metal is a 10 wheel dump truck. <br /> There are no residences that are close enough to be aware <br /> of the transfer station creating excessive noise levels. We have <br /> no record of any problems or complaints in their daily operation. <br /> Lovelace Transfer Station is designed and oriented to receive <br /> and transfer household waste and some commercial wastes. There <br /> are no facilities to receive infectious wastes , liquid wastes , <br /> hazardous wastes or dead animals. This type of waste is referred <br /> to the appropriate receiving facility. <br /> Site Layout Description <br /> The aerial photo of the site plan will show the information <br /> needed more clearly than a written or schematic drawing. The <br /> structure , loading , unloading , processing , traffic patterns , etc. <br /> are identified for easy reference. Gates for the enclosure are <br /> noted on the plan and are locked each night to prevent unauthorized <br /> access to the transfer station. <br /> There are approximately 1 ,700 vehicles using the facilities <br /> each week. These vehicles include cars , trucks , pick-up trucks , <br /> station wagons and refuse collection vehicles from the cities <br /> contract carriers. <br /> Controls <br /> The working area is enclosed by a 6' chain link fence which <br /> effectively controls the litter of the daily operation. A sweeper <br /> is utilized to clean litter on the pavement. This transfer station <br /> is managed in a manner that produces daily transfer of the wastes <br /> received. Transporting the refuse continues after closing each <br /> day until the storage area is clear. This procedure eliminates <br /> the need -for odor, roUM'T"-NO i.nsect control as the daily removal <br /> of refuse controls these elements. <br /> We have previously discussed the noise element at the transfer <br /> station. The storage and loading is in a paved area. There is no <br /> creation of dust for these operations. When our trailer containers <br /> are loaded , they are parked in the rear as shown on the site plan. <br /> The ground is a sandy loam that is well compacted and practically <br /> eliminates the dust control problem. There are no dust control <br /> procedures in force at this time. <br /> �-2- <br />
