The following documents condition the design and operation of this <br /> facility: <br /> 1. Use Permit No. 2239 issued June 7, 1962 by the San Joaquin County <br /> Planning Department. <br /> E. This county has no solid waste management plan, but this site was <br /> established before August 18, 1974, therefore no finding of need <br /> and necessity from the State Solid Waste Management Board is required. <br /> F. This permit is consistent with the State Minimum Standards in that <br /> the following conditions establish an appropriate schedule for com- <br /> pliance with those standards . <br /> II. CONDITIONS : <br /> A. Requirements : <br /> 1. This facility must comply with all of the State Minimum Standards <br /> for Solid Waste Handling and Disposal. <br /> 2 . This facility must comply with all federal, state, and local <br /> requirements and enactments . <br /> 3. The San Joaquin Local Health District reserves the right to <br /> require additional information concerning the design and operation <br /> of this facility. <br /> B. Prohibitions : <br /> 1. Disposal of hazardous wastes . <br /> 2. Scavenging. <br /> 3. Open burning. <br /> 4. Disposal of large dead animals . <br /> 5 . Disposal of agricultural wastes . <br /> C. 2ktSjf!ERLj2Es : <br /> 1. No significant change in design or operation from that described <br /> in items A & B of the "FINDINGS" section is allowed except for <br /> those changes which are required under the "CONDITIONS" portion <br /> of this permit. <br /> 2 . The operator will immediately commence and thereafter maintain a <br /> log of special occurrences . <br /> The transfer station shall be operated and maintained so as not <br /> to create a public nuisance. <br /> Litter and loose materials shall be routinely collected and dis- <br /> posed of properly. Collection frequency shall be set with the <br /> objective of preventing objectionable accumulations on adjacent <br /> properties . <br />
