CLEAN CLOSURE <br /> PURPOSE: Ensure that waste materials and degraded <br /> soils are removed and disposed of in an <br /> environmentally sound manner. The clean <br /> closure plan allows the approving agencies <br /> an opportunity to review the plan, <br /> prepared by a registered civil engineer or a <br /> certified engineering geologist. <br /> The Board has not adopted regulations specifically <br /> concerning clean closure. These guidelines, however, <br /> are consistent with existing law- and regulations. <br /> Excavation and removal of solid waste is considered a <br /> project under the California Environmental Quality Act <br /> (CEQA) . A notice of determination under CEQA will <br /> have to be secured and submitted as part of the clean <br /> closure plan prior to approval. <br /> Sites that generally lend themselves to clean closure <br /> include <br /> Solid and Liquid Waste Treatment and/or <br /> Processing Units, <br /> Non-Hazardous Woodwaste Disposal Sites, and <br /> Small Landfills and Burn Dumps <br /> Revised 12/1/92 <br /> f <br />
