During the dry season (May-October), provide equipment and staffing for <br /> watering all exposed or disturbed soil surfaces at least twice daily, including <br /> weekends and holidays. An appropriate dust palliative.or suppressant, added to <br /> water before application, should be utilized. <br /> Require periodic clean-up of mud and dirt carried onto paved roads from the site. <br /> (2) POTENTIALLY SIGNIFICANT IMPACT: ODORS <br /> As part of the facility operation, a number of potential odor sources are present. <br /> The solid waste itself is an obvious potential odor source. The unloading areas, <br /> equipment that comes in contact with waste, collection vehicles, and landfill <br /> transfer trailers are also potential odor sources. <br /> Findings: <br /> Changes or alterations have been required in, or incorporated into, the project <br /> which avoid or substantially lessen the significant environmental effect as <br /> identified in the Final EIR. <br /> Statement of Fact. <br /> The impact will be reduced by the following: <br /> The proposed transfer operation shall be enclosed in a building to reduce <br /> exposure of waste to the atmosphere. <br /> The tipping floor shall be regularly swept with a mechanical sweeper. <br /> Transfer trucks and roll-off boxes shall be cleaned periodically in the wash station. <br /> Odor complaints shall be referred to the San Joaquin Valley Unified Air Pollution <br /> Control District for processing under Rule 4107. <br /> F. NOISE <br /> (1) POTENTIALLY SIGNIFICANT IMPACT: CONSTRUCTION PHASE NOISE <br /> There wouldtie a significant shWAerm noise impact upon the residents located <br /> directly north and south of the proposed facility. <br /> Findino: <br /> Changes or alterations have been required in, or incorporated into, the project <br /> which avoid or subsmrdatty lessers the significant environmental effect as <br /> identified in the Final ®R.
