The separation in elevation between tipping floor and self -haul disposal area (4 feet) and <br />commercial disposal area (8 feet) isolate the waste handling from the site users. This minimizes <br />contact between users and wastes. <br />An attendant is present at all times in the self -haul area. <br />2.6.2 Transfer Station Staff <br />Safety of the Transfer Station staff is provided by adherence to the general Health and Safety Plan <br />(discussed elsewhere), and to the following additional procedures that respond to the conditions <br />and activities within the MRF. <br />• Radio communication is maintained at all times between equipment operators and <br />personnel working on the tipping floor with hand-held radios. <br />• The compactor is equipped with an audible back-up alarm and workinglights. <br />ights. <br />• Operators alert personnel working on the tipping floor to equipment being operated on the <br />tipping floor by the use of portable radios. Individuals without portable radios who are <br />working on the tipping floor will be informed verbally by the staff person supervising <br />them (i.e. Sheriff Inmate Supervisor, County staff). Staff who supervise Sheriff Inmate <br />crews and Alternate Work Program participants have portable radios. Operators have been <br />instructed to make their presence known to tipping floor personnel prior to operating <br />equipment on the tipping floor. <br />The following safety measures are taken while using the compactor on the tipping floor: <br />• Only qualified personnel operate the compactor. <br />• Personnel working on the tipping floor are made aware that the compactor is being used on <br />the tipping floor via hand-held radio communication from the compactor operator, and the <br />compactor operator does not operate the compactor until he receives acknowledgment <br />from personnel working on the tipping floor. After this notice, workers maintain a <br />minimum 100 ft distance from the compaction area. <br />• All personnel on the tipping floor are required to wear highly visible safety vests, safety <br />glasses, and hard hats. <br />• All refuse received is screened for unacceptable wastes (i.e. hazardous waste, universal <br />waste). <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 21 County of San Joaquin -Revised 8/23/07 <br />
