F.1Aity/Pe amber. <br /> SOLID WASTE FACILITY PERMIT <br /> 39-AA-O(24 <br /> 17. LEA Conditions: <br /> A. This facility shall comply with all terms and conditions of this permit. <br /> B. The design and operation of this facility must comply with all applicable federal, state, and local requirements and requirements, <br /> including all mitigation measures given in any certified environmental document filed pursuant to Public Resources Code, <br /> Section 21031.6. <br /> C. The design and operation of this facility must comply with all applicable state minimum standards for solid waste handling and <br /> disposal. <br /> D. Household hazardous waste shall be handled in a manner approved by the LEA. <br /> E. This permit is subject to review by the LEA and may be modified, suspended, or revoked for sufficient cause following a hearing. <br /> F. The facility must conform to the Report of Facility Information (RFI) dated December of 1993 and the Addendum to the RFI <br /> dated September 1996. <br /> G. The LEA reserves the right to suspend or modify waste receiving operations when deemed necessary due to an emergency, an <br /> actual or potential health hazard, or creation of a public nuisance. <br /> H. Any change that would cause the design or operation of this facility not to conform to the terms and conditions of the permit is <br /> prohibited. Such a change would be considered a significant change requiring a permit revision. In no case shall the operator <br /> implement any change without first submitting a written notice of the proposed change to the LEA at least 120 days in advance <br /> of that change. <br /> I. Safety equipment shall be provided for all employees and workers at the station. <br /> J. This facility must comply with the conditions of approval for the land use permit UP-93-4 and Site Approval SA-96-35. <br /> K. The material recovery facility shall recover for reuse or recycling at least 15% of the total volume of material received by the <br /> facility pursuant to PRC 50000 (a)(4). <br /> L. All waste handling and transfer operations shall take place within the transfer building except for wood and yard waste <br /> composting operations and the cannery waste operations. <br /> M. Personnel working with the 'load screening program"and on the tipping floor shall have 40 hours of OSHA training on spill <br /> containment, personal protective equipment, and on the handling of household hazardous materials. <br /> N. An approved hazardous material storage locker shall be provided at the facility for storage of hazardous wastes discovered as a <br /> result of load screening and processing. <br /> M. Specific operational standards which this site must meet are as follows: <br /> I. Litter must be controlled at all times on site. <br /> 2. The windrows will be turned as frequently as necessary to prevent anaerobic degradation and migration of unpleasant odors. <br /> Windrows shall be monitored for internal temperature and spaced and turned appropriately to prevent fires. <br /> 3. Cannery waste and composting storage areas/operations cannot contaminate the ground or surface waters, or become an odor <br /> nuisance or a source of vector breeding. <br /> 4. All cannery wastes not consumed within the above time period must be used for silage, or held in a storage trench. <br /> 5. Soil spreading shall be deposited on ground that has been prepared to facilitate drying of the wastes. <br /> 6. The waste material must be spread thinly one to three inches deep to promote drying and to eliminate vector breeding. <br /> 7. Within 24 hours after spreading, the waste material shall be stirred to promote drying. This procedure will continue until drying is <br /> completed. Upon which, the dried waste will be disced into the soil. <br />
