The outdoor wood and yard waste composting area shall be paved or <br /> lined. Except for yard and wood waste,there shall be no direct precipitation onto wastes <br /> and no contamination of surface water. All buildings shall be constructed so that storm <br /> runoff shall not enter and come into contact with waste or recovered materials. <br />
