WASTE DISCHARGE REQUIREMENTS <br /> CITY OF MANTECA <br /> SLUDGE APPLICATION TO LAND <br /> SAN JOAQUIN COUNTY -3- <br /> 9. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento-San Joaquin Delta Basin (5B) . These requirements are consistent <br /> with that Plan. - <br /> 10. The application site of the Discharger is in Section 4 T2S, R6E, MDB&M. <br /> Surface water drainage is to the San Joaquin River. <br /> 11. The beneficial uses of this reach of the San Joaquin River are industrial and <br /> agricultural supply; recreation; aesthetic enjoyment; and preservation and <br /> enhancement of fish, wildlife, and other aquatic resources. <br /> 12. Depth to ground water in the area at the site is currently 5 to 10-feet below <br /> ground surface. The ground water at the site is currently monitored under <br /> Order No. 91-110. See Attachment C, which is included as part of this Order, <br /> for the monitor locations. <br /> 13. The beneficial uses of underlying ground water are domestic, industrial , and <br /> agricultural supply. <br /> 14. Precipitation in the area averages 9.6 inches annually. <br /> 15. The disposal fields are outside of the 100-year floodplain, as shown on the <br /> Federal Flood Insurance Map, but within the 100-year floodplain proposed by <br /> the United States Army Corps of Engineers. <br /> 16. The Updated Sludge Management Plan submitted by the Discharger presented <br /> information that showed that the total nitrogen in the sludge and wastewater <br /> effluent to the cropland exceeded the nitrogen requirements of the crops <br /> produced on the land. The volume of wastewater effluent applied to the crops <br /> will be controlled to reduce the nitrogen and other nutrient loadings to that <br /> required by the crops. It is estimated that an annual loading rate of 2.39 <br /> million gallons of wastewater effluent can be applied to the crops. Excess <br /> effluent produced by the WQCF will be discharged to the San Joaquin River <br /> under NPDES Permit No. CA0081558. The Management Plan also stated that the <br /> life of the 210 acre site will be 35 years, based on cumulative metals loading <br /> at the current concentrations in the wastewater and sludge. <br /> 17. The City of Manteca sludge is a non-hazardous decomposable waste applied as a <br /> soil amendment pursuant to best management practices and, as such, is exempt <br /> from the requirements of Title 23, California Code of Regulations, Section <br /> 2510, et seq. , (Chapter 15) per Section 2511(f) . <br /> 18. A negative declaration for this project has been prepared in accordance with <br /> the California Environmental Quality Act (Public Resources Code, Section <br /> 21000, et seq.) and the State Guidelines. The project as approved will not <br /> have an adverse effect on the environment. <br /> 19. The Board notified the Discharger and interested agencies and persons of its <br /> intent to prescribe waste discharge requirements for this discharge, and <br />
