1. SAN JOAQUIN VALLEY AIR POLLUTION CONTROL. DISTRICT (Staff Contact: John Cadrell, <br /> 209-557-6460) <br /> a. 12(D.2) <br /> Identified in EiR: <br /> The project sponsor shall mitigate any significant future ROG increase by developing gas <br /> wells within the Forward Landfill sufficient to achieve a recovery rate of 100-200 cfm of LFG <br /> from the Forward Landfill. The gas wells shall be integrated Into the consolidated facility. <br /> collection/disposal system. To maintain a fess-than-significant ROG Increase from existing <br /> conditions,a small LFG collection system shall be installed at the currently uncontrolled <br /> Forward Landfill before the total Increased fugitive LFG release rate from all sources reaches <br /> 150 cfm (equivalent to 10 tons of ROG per year). <br /> b. 13(D.4) <br /> Proposed as Part of the Project: <br /> a. Water any excavation areas twice per day, <br /> b. Water stockpile haul roads at least once per day, <br /> IV c. Water the perimeter facility road once per day on any day that the road is used, <br /> d. Limit on-site travel speed to speeds less than those that would cause visible dust <br /> emissions behind the vehicle, <br /> e. Prevent track-out of mud and dirt through the following measures: <br /> 1) Providing a paved Interior road of at least 100 feet In length to allow mud and dirt <br /> to drop off before exiting the site, <br /> 2) Removing dirt and mud from Interior paved roads throughout the work-day, <br /> 3) Removing any dirt deposition on Austin Road at the end of each work-day. <br /> f.Apply all-weather surfacing to any unpaved road segment that carries 50 or more vehicle <br /> trips per day continuously for more than thirty(30)days, <br /> g.Water'unpaved equipment parking areas at least daily, <br /> h. Best management practices shall be followed at'all.times during operation of the <br /> grindedscreener at the composting operation,and shall include assuring that Inputs to <br /> the grinder/screener have a sufficient moisture content to prevent generation of visible <br /> dust or particulate matter. <br /> c. 14(D.5) <br /> Proposed as Part of the Project: <br /> Measures that reduce landfill traffic and operations impacts through the use of Best Available <br /> Control Methods(BACMs)as defined by the San Joaquin Valley Unified Air Pollution Control <br /> District(SJVUAPCD)shall be required to reduce this cumulative Impact. <br /> d. 15 Austin 9994(G6,b),Austin 2000(G6 b) <br /> Excessively odorous wastes shall be mixed immediately with other landfill wastes,depending <br /> on their nature and source. If diluting the Intensity of odor is not sufficient, then the operator <br /> shall immediately cover offensive materials as soon as they arrive at the landfill. <br /> e. 16 Austin 9994(G5.c),Austin 2000(G6.c) <br /> The operator shall ensure that loading, unloading, and material handling activifles are carried <br /> out efficiently and without delays to avoid excessive odors. <br /> f. 17 Forward 9993(D1) <br /> Use water trucks and/or sprinkler systems to apply water a minimum of twice daily to <br /> roadways and active faces of asbestos disposal areas to minimize alrbome dust leaving the <br /> site.
