Conditions Use Permit Application No.UP-00-7 was approved by the Board of Supervisors on April 8, 2003. The effective date of approval is April 8, 2003. This approval will expire on October 7, 2004,which is 18 months from the effective date of approval, unless(1)all Conditions of Approval have been complied with, (2) all necessary building permits have been issued and remain in force, and (3)all necessary permits from other agencies have.been issued and remain in force. 4 Unless otherwise specified,all Conditions of Approval and ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and-other ordinance requirements may apply. 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact: Chandler Martin,209-468-3144) a. IMPROVEMENT PLAN: Submit an "IMPROVEMENT PLAN". The Site Plan required as a part of the Improvement Plan must be prepared by a registered civil engineer or licensed architect. This Plan must show drainage, driveway access details including gates, on-site parking, landscaping, signs, existing and proposed utility services,and grading (refer to the"SITE PLAN CHECK LIST'for details). A fee is required for the Site Pian review. (Development Title Section 9-884) b. APPROVED USE: This approval Is for the`Proposed Project"as described in Chapter III,Project Description,of the Final Environmental Impact Report:Consolidated Forward Landfill Project(SCH# 2001052081)December2002,except the hours of operation shall be from 4:00 a.m.to 9:30 p.m.. The project is to combine the existing Forward and Austin Road Landfills into one landfill. This project involves the following substantial modifications to current landfill characteristics and procedures: • Placement of refuse fill in the existing 7.5-acre wedge between existing landfills and increase In permitted height of existing Austin Road Landfill Allowing lower base grades in future Waste Management Units Conversion of the Austin Road portion of the facility from a Class III to a Class ii landfill • Expanded hours of operation c. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the Initiation of the use. The Business License may be applied for concurrently with the building permit application. (Section 7.1000 of the County Ordinance Code) d. STORM DRAINAGE: Stoumwater drainage shalt be retained on-site as otherwise described in the Joint Technical Document 013). The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. PARKING: Off-street parking shall be provided and comply with the following: All permanent panting spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties.(Development Title Section 9-1015.5[eD I.
