SAN" J D�l+ �� I 11411" Environmental Health Department <br /> COUNTY�l <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PHIPPEN BROTHERS LP 18557 S MURPHY RD RIPON August 07 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The following was observed in hazardous waste storage area: <br /> -Seven used oil metal filters observed with no container, no used oil filter labels, and no accumulation start date. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. <br /> Note: <br /> Employee, Josh, states that he takes used oil metal filters to nearby auto parts store(CarQuest)located on main St. <br /> in Ripon. <br /> Owner Dave states that they let used oil metal filters drain for three months. <br /> Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil <br /> filters,"and marked with an accumulation start date. <br /> Immediately Containerize, label, and mark accumulation start date for used oil metal filers and ensure that all used oil <br /> filters are managed in this way. <br /> Immediately begin keeping a log or disposal receipts for used oil metal filters. <br /> Submit any statement or documentation to EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Inspector provided: Return to compliance certification, free cupa classes flier, hazardous waste label x <br /> 4,hazardous waste minimum requirements sheet, household hazardous waste facility brochure <br /> Waste streams observed: used oil, used metal oil filters, used absorbent, used rags. <br /> Note: <br /> Total hazardous waste generated in 2018 does not include used absorbent. <br /> Dave, Owner, states that he makes approximately two hauls of hazardous waste annually.
