Box 2009
Stockton CA 95201
RE: SITE CODE # 1828 MAR 1h 7 1992
Dear Ms . Mea s ENVi Of+l,N``d1m.
y , PEmI r '6 r\V-'I s 1
i
Following professional consultation and guaidance concerning
the requirements of our site, we have prepared the enclosed
Site Contamination Workplan for your review; and approval . We
would very much like to proceed with contractual arrangements
to put this plan into action in order o begin the process of
cleaning the site up to state and county standards . However,
we are in an ongoing state of shock atllltheicosts involved in
characterizing the site and the estimated eventual costs of
fully removing the toxics apparently present in the soil and 1
water. These costs are well beyond our financial resources .
We are a small family business withoutjthe capital resources
of ma3or corporations . With the warehouse at this location
vacant for well over a year and the broader effects of the
recession effecting our business , even .[the ;initial site
assessment herein proposed is beyond our means . Over the
past three years we have expended over 11s 131000 . 001 with
little progress to show for the work since the monitoring
well is now dry. I
In light of these hard realities , we are appealing to you to }
cooperate with us in timing the forthcoming clean up steps to
coincide with the availability of the LIST dlean Up Fund
monies . As you know, we have applied for these monies and
are awaiting word of our eligibility and priority status . We
understand that word from them may be avaiiable by August at
which time we might be able to obtain a short-term loan
secured by the Fund' s commitment to pay soithat work might be s
able to proceed. At this time , no bank "will loan. money
against the property because of the cor'tamrnation present.
Because of this predicament, we find ourselves unable to
specify a start date to the work plan. ;
We would appreciate your taking the above circumstances into
consideration when you advise us how to' proceed from here.
We are eager to resolve this matter aslsoon as is practically
possible . Thank you in advance for your k4nd understanding
and guidance; we look forward to hearing Brom you. i
Sincerely, I k
Jonathan Marlowe !
JM: ce
_rr
