On 15 September 1999, I requested the Underground Tank Removal report from the County,
which was received on 17 September 1999. 1 informed the County that I could respond to their closure
request by 21 October 1999. After I reviewed the reports, I informed the County that groundwater at the
site must be analyzed for MtBE before we concur with their closure recommendation. They agreed to
inform the responsible party of our decision.
In 1997,three underground storage tanks (two 8,000-gallon and one 10,000-gallon gasoline), associated
piping, and dispensers were removed from the site. A soil excavator was used in the excavation
operation. Native soil samples were collected from the excavator bucket using stainless steel sample
sleeves and a hand operated percussion core sampler. Contamination was detected in the samples from
beneath the northern ends of tank T1 and dispensers FD 1 and FD2. Soil analyses results are shown
below in Table I. The northwest corner of the tank field was over-excavated to 24 feet bgs, removing
and stockpiling about 400 cubic yards of impacted soil. Three confirmation soil samples were collected
from the excavation and analyzed for TPHg, TPHd and BTEX. Analytical results are shown in Table I,
which also lists constituents found in the soil stockpile samples. Groundwater was not encountered
during tank removal or the over-excavation activity.
Table I—Maximum Soil Test Results at Jay's Mini Mart
Tank TI Fuel Dispensers Over-excavation Soil Stockpile
Parameter 13-17' bgs FD1 and FD2 N'Corner of (mg/kg)
(mg/kg) 3—4' bgs Tank Pit
(mg/kg) 24' bgs
m
TPHg 83 1.2 1.4 65
TPHd 22,000 Not analyzed 230 14,000
Benzene 0.750 0.024 <0.005 0.008
E#i 1 benzene 0.640 0.013 <0.005 1.20
Toluene <0.005 0.099 <0.005 0.290
Xylene 1.4 0.150 0.011 3.60
MtBE <0.005 0.650 .
