I explained <br /> the time and effort I had spent trying to obtain appropriate bids, and Ms. Turkatte suggested that <br /> send the Tank Fund Ground 'Zero's Cost Proposal, and if the costs appeared to be reasonable, <br /> request that the Tank Fund pre-approve the bid. <br /> Therefore, please review Ground Zero's Proposal and Cost Estimate for Soil Vapor Extraction <br /> as soon as possible.
