Therefore, before proposing less stringent clean-up goals Ground Zero will show that best <br /> available technology has been implemented and is not a cost effective approach for the <br /> benefit observed based on physical data collected from the site <br /> 50 PROPOSED SCOPE OF WORK <br /> ' 51 System Design <br /> The design of the soil vapor extraction system should include engineering calculations; a list <br /> of equipment, materials, and instrumentation, preparation of construction Plans and <br /> Specifications including site and remediation compound layouts, trench and section details if <br /> ' appropriate, wellhead piping details, a process and instrumentation diagram (MID), and plan <br /> check and review <br /> ' 5.2 Vapor Extraction System Permitting <br /> A minimum of three permits will be required for the proposed system APCD Authority to <br /> ' Construct and Permit to Operate (ATC/PTO), a City Building Permit, and a City Fire <br /> Department Permit <br /> An ATC/PTO application should be completed and submitted to the APCD to allow for <br /> construction of the VES The application will include a site history, VES description, <br /> analytical results for known pollutants, emissions rate calculations, and completion of APCD <br /> source and abatement device forms and other APCD forms <br /> The complete set of Plans and Specifications will also be submitted to the City Building, <br /> Planning and Fire Departments for review, comment and approval prior to construction and <br /> installation of the VES A permit for onsite storage of the condensate collected in the <br /> ' condensate separator may also be required by the Fire Department <br /> 5.3 Vapor Extraction System Installation <br /> After construction Pians and Specifications are completed and approved, system installation <br /> can begin This would include installation of any necessary treatment compounds and <br /> ' fencing, installation of the off-gas abatement device, any necessary trenching and installation <br /> of piping, control valves, and electrical/instrumentation This task should also include any <br /> other construction management activities to manage and expedite the installation and startup <br /> ' of the remediation system, such as systems inspections and power hook-ups <br /> 54 System Startup and Source Testing <br /> ' After the system is installed a source test should be performed in accordance with APCD <br /> Y � <br /> guidelines to verify proper operation Startup procedures should include system monitoring, <br /> maintenance, and sampling in accordance with any APCD permits Startup operation and <br /> groundLe\roek�cap 21 <br /> 1 <br />
