MANTECA SEWAGE -3- 28 February 1985 <br /> TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> Manteca has received grant funding and completed the 90% design <br /> phase for expanding their plant and upgrading it to secondary <br /> levels . Tentative Waste Discharge Requirements have been issued <br /> for the plant expansion which will restrict the amount of <br /> effluent disposed of to land to agronomic rates , and allow <br /> discharge of all excess effluent fo the San Joaquin River. The <br /> problems of inadequate treatment , standing water on the over- <br /> loaded disposal fields , and overland flow to the drainage ditch <br /> will only be solved when the plant expansion is completed, <br /> although the acquisition of additional land may ease the latter <br /> two problems in the interim. The two culverts discharging to the <br /> drainage ditch should be replugged. If Manteca does not volun- <br /> tarily prohibit further connections to the sanitary sewer system <br /> before they have additional treatment and disposal capacity, a <br /> Board Order may be necessary. <br /> INSPECTION SUMMARY <br /> The Manteca STP is in violation of its present Waste Discharge <br /> Requirements due to discharges from the disposal fields to the <br /> South San Joaquin Irrigation District drainage ditch. Plugging <br /> the two culverts near field #3 will partially solve the problem, <br /> but completion of the planned plant expansion and upgrade is the <br /> only final solution. Acquisition of additional disposal land to <br /> alleviate the existing problem should be pursued in the interim. <br /> No further connections should be allowed to the collection system <br /> until the plant expansion is completed. <br /> GARYREEN S 1 Area Engineer <br /> GAR:aj <br /> Attachment <br />
