WASTE DISCHARGE REQUIREMENTS -4-
CITY OF MANTECA AND CITY OF LATHROP
WASTEWATER QUALITY CONTROL FACILITY
SAN JOAQUIN COUNTY
acquired by the City in the future. As these areas become available for
disposal they will be added to the designated disposal area.
C. Effluent Limitations (Discharge to the San Joaquin River)
1. The discharge of an effluent containing constituents in excess of the
following limits is prohibited:
30-Day 7-Day 30-Day Daily
Constituents Units Average Average Median Maximum
BOD' mg/l 20 30 --- 50
Total Suspended mg/l 20 30 --- 50
Matter
Settleable Matter ml/l 0.1 --- --- 0.2
Chlorine Residual mg/l --- --- --- 0.1
Total Coliform MPN/100 ml --- --- 23 500
Organisms
Oil & Grease mg/l 10 --- --- 15
' 5-day, 20°C Biochemical Oxygen Demand
2. The arithmetic mean biochemical oxygen demand (5-day) and suspended solids
in effluent samples collected in a period of 30 consecutive days shall not
exceed 15 percent of the arithmetic mean of the values for influent
samples collected at approximately the same times during the same period
(85 percent removal ) .
3. The discharge shall not have a pH less than 6.5 nor greater than 8.5.
4. The Discharger shall use the best practicable cost-effective control
technique currently available to limit mineralization to no more than a
reasonable increment. The Discharger shall comply with this limitation by
(1) submit a mineralization plan for approval and (2) implementing the
approved plan.
5. Survival of test fishes in 96-hour bioassays of undiluted waste shall be
no less than:
Minimum for any one bioassay - - - - - - - - - 70%
Median for any three or more bioassays - - - - 90%
6. The maximum effluent temperature shall not exceed the natural receiving
water by more than 20°F.
7. The 30-day average dry weather discharge flow shall not exceed 5.75 mgd
prior to completion of the 6.95 mgd facility and 6.95 mgd after completion
of the expanded facility, less the amount disposed of to land at agronomic
rates.
