WASTE DISCHARGE REQUIREMENTS -3- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 17. The Board has notified the Discharger and interested agencies and persons of its <br /> intent to prescribe waste discharge requirements for this discharge and has <br /> provided them with an opportunity for a public hearing and an opportunity to <br /> submit their written views and recommendations. <br /> 18. The Board, in a public meeting, heard and considered all comments pertaining to <br /> the discharge. <br /> 19. This Order shall serve as an NPDES permit pursuant to Section 402 of the Clean <br /> Water Act, or amendments thereto, and shall take effect ten days from the date <br /> of hearing, provided EPA has no objections. <br /> IT IS HEREBY ORDERED that Order No. 85-068 be rescinded and the City of Manteca, in <br /> order to meet the provisions contained in Division 7 of the California Water Code and <br /> regulations adopted thereunder, and the provisions of the Clean Water Act and <br /> regulations and guidelines adopted thereunder, shall comply with the following: <br /> A. Prohibitions: <br /> 1. By-pass or overflow of untreated or partially-treated waste is prohibited, <br /> except as allowed by Standard Provision A.13. <br /> B. Effluent Limitations (Discharge to land): <br /> 1. The discharge of an effluent in excess of the following limits is pro- <br /> hibited: <br /> 30-Day Daily <br /> Constituent Units Average Maximum <br /> BOD' mg/l 50 90 <br /> Settleable Solids ml/l --- 0.2 <br /> ' 5-day, 20°C Biochemical Oxygen Demand <br /> 2. The Discharger shall maximize disposal of effluent to land at agronomic <br /> rates at all times. <br /> 3. The dissolved oxygen content of holding ponds shall not fall below 1 .0 <br /> mg/l for 16 hours in any 24-hour period. <br /> 4. Reclaimed wastewater shall meet the criteria contained in Title 22, <br /> Division 4, California Code of Regulations (Section 60301, et seq. ) . <br /> 5. Wastes discharged to land shall not cause degradation of any waters of the <br /> state. <br /> 6. At all times, the discharge shall be kept within the designated disposal <br /> area, shown on Attachment A. Additional areas for land disposal may be <br />
