WASTE DISCHARGE REQUIREMENTS -5- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> D. Sludge Management Specifications: <br /> 1 . The Discharger shall maintain an approved Sludge Management Plan and <br /> operate according to that plan. This plan and any revisions shall be <br /> approved by the Executive Officer. <br /> 2. The Sludge Management Plan shall deal with collected screening, sludges, <br /> and other solids removed from liquid wastes and these wastes shall be <br /> disposed of in a manner that is consistent with Title 23, Division 3, <br /> Chapter 15 of the California Code of Regulations (CCR) . The plan shall <br /> include information regarding annual sludge production and percent solids, <br /> a description of sludge treatment processes, and a description of disposal <br /> methods. <br /> 3. Use and disposal of sewage sludge shall comply with existing federal and <br /> State laws and regulations, and the Clean Water Act (CWA) Section 405(d) <br /> technical standards when promulgated. <br /> 4. If sludge is reused for agricultural land application, the sludge <br /> application rates shall not exceed crop utilization rates, or rates which <br /> cause specific constituents to exceed single, annual , or lifetime <br /> application limits based on: <br /> a. 40 CFR 257, Criteria for Classification of Solid Waste Disposal <br /> Facilities and Practices; <br /> b. Department of Health Services, California Manual of Good Practice <br /> for Landspreading of Sewage Sludge; <br /> C. Soil Cation Exchange Rates; <br /> d. Soil pH; <br /> e. Nitrogen demand of the crop; and <br /> f. Phytotoxicity. <br /> 5. Application of sludge at rates in excess of the nitrogen requirements of <br /> the vegetation, or at rates that would cause the excess nitrogen or metals <br /> to leach to ground water, is prohibited. <br /> 6. To protect ground water (to prevent metals from leaching to ground water) , <br /> the application of sludge shall not cause the sludge/soil mixture to <br /> exceed the following soluble levels (mg/1 ) when extracted with distilled <br /> water using the Waste Extraction Test (WET) described in the California <br /> Code of Regulations (CCR) , Title 22, Division 4, Chapter 30: <br />
