28 December 2018 <br />AGE Project No. 18-4574 <br />Page 9 of 12 <br />AdvancedGeo <br />Environmental <br />Centers for Disease Control and Prevention, or the National Institute of Occupational <br />Safety and Health. <br />The California Methamphetamine Contaminated Property Cleanup Act of 2005 (Chapter <br />6.9.1, Section 25400 of the California Health and Safety Code) outlines criteria for the <br />assessment and cleanup of properties affected by clandestine drug laboratory activity. <br />Specifically, the Property Cleanup Act of 2005 established a State Re -Occupancy Criteria <br />of 1.5 micrograms of methamphetamine per 100 square centimeters (1.5 pg/100 cm2). <br />Surfaces where methamphetamine contamination is detected at concentrations above <br />this threshold must be remediated until additional sampling indicates the <br />methamphetamine concentrations on remaining surfaces are below the threshold. <br />4.1 SAMPLING PROTOCOLS <br />Sampling protocols for samples will be in adherence to EHD requirements. Collected <br />samples will be enclosed in tamper resistant containers, tracked via chain of custody form <br />and shipping tracking documentation, and shipped via courier. <br />4.1.1. Types and Methods of Wipe Sampling <br />The "Proposed Surrogate Method" as devised by Bruce Lazarus, CIH, will be used when <br />collecting samples. The Surrogate Method consists of a limited number of samples taken <br />from selected locations representative of the clandestine laboratory site and production <br />method associated with the site. For this reason, samples will be analyzed for <br />methamphetamine and not the main constituents of manufacturing. <br />A single discrete wipe sample will be collected from a 100 cm2 surface area at each <br />sampling location. Methanol will be applied to a sterile gauze wipe and that wipe will be <br />passed across the sampling area multiple times in multiple directions, horizontally and <br />vertically, in a "z" or "n" pattern. The sample will then be placed in a uniquely labeled <br />screw down container. <br />Composite samples are collected in the same method, except several 100 cm2 areas are <br />sampled or multiple wipe samples are composited at the laboratory for analysis. <br />4.1.2. Sampling Equipment <br />Sampling equipment includes: screw top sampling container, methanol, sterile gauze <br />wipes, chemical protective gloves and 100 cm2 template. <br />Reusable tools and the sample template will be cleaned and decontaminated after each <br />use in accordance with EHD requirements. Disposable supplies will be used once and <br />discarded. <br />
