%Moe .•i <br /> Facility and PBR Units Closure Work Plan <br /> .. 1848 and 1856 Field Ave., Stockton, California <br /> • December 2001 — On behalf of Tyco, Earth Tech performed the sampling and analysis program <br /> detailed in the Facility Closure Plan. <br /> • January 2002-Tyco submitted to the County the Facility Closure Characterization Summary, 1848 <br /> and 1856 Field Avenue, Stockton, California (the Characterization Summary)(Earth Tech, 2002). <br /> This report described the results of the sampling and analysis program in the Facility Closure Plan <br /> ` and concludes with the language"a work plan for further characterization and/or remediation of soil <br /> exceeding cleanup goals will be prepared." <br /> 2.0 1848 FIELD AVENUE <br /> 2.1 Use History <br /> r <br /> The building located at 1848 Field Avenue(also known as"Building I")contained most of the wet process <br /> areas for the facility,including a pre-clean acid scrub, a multibond line,two develop-etch-strip(DES)lines, <br /> and chemical storage and waste treatment areas.The waste treatment areas included two fixed-treatment units <br /> (FTUs) that are permitted under the "Permit by Rule" (PBR) tier of California's tiered hazardous waste <br /> treatment permitting system. 1848 Field Avenue also contained some dry process areas and offices.A site plan <br /> for 1848 Field Avenue is shown on Figure 2. <br /> The wet process areas were used as follows.The mulfibond line was a series of baths with copper-containing <br /> etch that was used to roughen the surface of the boards so that lamination could be applied.The mulfibond line <br /> was located near the center of the 1848 Field Avenue building in a room alongside the western wall.The two <br /> DES lines were located in the southern portion of the building and also consisted of a series of chemical baths <br /> that contained developer (potassium carbonate), cupric chloride etch, and resist stripper (mainly sodium <br /> hydroxide,potassium hydroxide and monoethanolamine)solutions. The large room containing the DES lines <br /> also contained the waste treatment area for the facility.Adjacent to the DES lines and waste treatment area, <br /> ` there were three separate 4,500-gallon aboveground storage tanks used for the bulk storage of sodium chlorate, <br /> spent etch and hydrochloric acid. <br /> The waste treatment area in the south end of the building contained two PBR waste treatment units that were <br /> used for the on-site treatment of aqueous waste with metals,acids and bases generated from the manufacturing <br /> process.The two PBR units were"Unit#I",a continuous treatment system,and"Unit#2",a batch treatment <br /> LAWORM690991GenerarField WPiField Ave WPAug03 rev2.doc 3 August2003 <br />
