Facility and PBR Units Closure Work Plan
r 1848 and 1856 Field Ave., Stockton, California
system. Each PBR unit used the treatment processes of pH adjustment, neutralization, precipitation, gravity
settling, and filtration to treat influent wastes and discharged treated effluent water to the sanitary sewer.
2.2 Issues and Potential Issues at 1848 Field Avenue
` Work to date at 1848 Field Avenue includes the review of chemical use history which identified the chemicals
of potential concern and the December 2001 sampling to identify potential releases. A total of 7 soil, 3
containment system sand, and 4 concrete samples were collected from 1848 Field Avenue during December
2001.
r
Based on the work performed to date, there are a number of issues or potential issues at 1848 Field Avenue
which should be discussed herein, either to fully describe an issue or to show that a potential issue is not a
concern.
r
2.2.1 PBR Units
The two PBR waste treatment units were permitted under the Onsite Hazardous Waste Treatment Notification
program[Title 22 CCR§67450.3(c)(11)],with the permit last renewed on December 22,2000.Copies of the
permits were provided in the Facility Closure Plan(Earth Tech,2001).These permits remain open, and need
to be closed. Therefore, this Work Plan also addresses the closure of the two PBR units.
In order to evaluate the potential for releases from the PBR units,in December 2001 Earth Tech collected six
samples from the two PBR units and the adjacent sanitary sewer connection. Soil sample BLl-10(shown on
figures as Location 10)was collected from the first native soil encountered under concrete at"Unit#2",the
batch treatment system.First native soil samples BLI-07(Location 7)and BLI-08(Location 8),and concrete
sample BL1-09 (Location 9), were collected at "Unit #1", the continuous treatment system. Soil samples
` BL1-14(Location 14)and BLI-15 (Location 15)were collected by hand auger at the estimated depth of the
sanitary sewer piping, approximately four feet below grade.Locations 7 through 10 were selected in the field
as those areas which appeared to pose the most potential for release to the underlying soil, such as low spots in
the flooring where there was no chemical resistant coating. Location 14 was adjacent to the location where
.. treated wastewater entered the sewer system, while Location 15 was adjacent to a ninety-degree turn in the
sewer line.
LAWORt.690991Genera4Fidd WPTOdAve WPAvyOJ rev2.doc 4 August 2003
r
