J <br /> 5.1.7.3 Follow ERC and ERTs directions. <br /> 5.2 Hazardous Material Release (Only for Manteca, as Fremont does not carry Hazardous Chemicals): <br /> 5.2.1 Individual discovering hazardous material spill will: <br /> 5.2.1.1 Report spill to lobby by dialing extension 0 and request appropriate assistance. <br /> 5.2.1.2 Determine if anyone is injured or in immediate danger and move him away from any danger. <br /> 5.2.1.3 Lobby will in turn inform ERC and ERTs. <br /> 5.2.2 ERC Responsibilities: <br /> 5.2.2.1 Respond immediately to the Security area when notified of emergency. <br /> 5.2.2.2 Determine if we can handle the spill or its beyond our training, and if its reportable spill or not. <br /> A spill is considered reportable if it is: <br /> -leaving the plant site via land, air or storm sewers. <br /> -outdoors including spills in secondary containment that pose a significant risk to human health, <br /> safety or to the environment. <br /> - increases the hazard of fire, explosion, or produces flammable or toxic gases. <br /> (See attachment/) <br /> 5.2.2.3 Have lobby call 911. <br /> 5.2.2.4 Notify the ERT's via the general Fire alarm system to assemble at Security and maintain <br /> communication with them by two—way radios. <br /> 5.2.2.5 Notify the following agencies: <br /> Manteca Fire Department 911 <br /> San Joaquin County O.E.S. 468-3969 <br /> Governors Office of O.E.S. 1-800-852-7550 warning center <br /> 5.2.2.6 For all spills/releases above the reportable quantity, notify National Response Center at <br /> 1-800-424-8802. <br /> 5.2.2.7 If necessary the ERC will evacuate the facility or portions of the facility by activating the General <br /> Fire system bells. Partial evacuation notification will be by sending an ERT member to the <br /> affected area. <br /> 5.2.2.8 Assemble and organize the ERTs as Spill Clean-up Team. Direct them in spill clean-up and <br /> suppression measures, ensuring proper protective equipment is being worn. <br /> 5.2.2.9 Determine operations and utilities are shut down and ensure that this information is <br /> communicated to facilities personnel. <br /> 5.2.2.10 If the ERC determines that the spill (because of size or danger)is beyond the team's ability to <br /> clean up, he must call for professional help. <br /> Ramos Environmental Services <br /> 1515 South River Road <br /> West Sacramento, Ca 95691 <br /> 24 hr. Emergency Response, Ph: 1-800-456-7745 <br /> 5.2.3 ERT Responsibilities: <br /> 5.2.3.1 When notified, report to South entrance. <br /> 5.2.3.2 Carry out procedures as assigned by the ERC. <br /> 5.2.3.3 Maintain contact with ERC on radios and assist Fire Dept/Oil spill companies in their work. <br /> 5.2.4 After the spill is controlled, ERC will: <br /> 5.2.4.1 Immediately provide for treating, sorting or disposing of recovered waste, contaminated soil or <br /> surface water, or any other material that results from the incident. <br /> 5.2.4.2 Submit a report to the Fire Department and to the San Joaquin County OES, within 15 days of the <br /> incident. <br /> TITLE: EMERGENCY RESPONSE PLAN Page 3 of 10 <br />
