The wastewater treatment processes (pH adjustment, metals <br /> precipitation, clarification , and filtration (sludge dewatering) <br /> are not presently subject to regulations by the United State <br /> Environmental Protection Agency pursuant to the Resource <br /> Conservation and Recovery Act of 1976, as amended, (42 U.S. C. <br /> section 6901 et seq. ) . <br /> The temporary use of an alternative wastewater treatment unit is <br /> insignificant as a potential hazard to human health and safety, <br /> and the environment. <br /> Issuing this variance will not have a significant effect on the <br /> environment within the meaning of subsection (b) (3) of section <br /> 15061 of CCR Title 14 . <br /> III . SPECIFIC WAIVER <br /> At this time, the Department is waiving the requirement that Indy <br /> Electronics, Inc. obtain a hazardous waste facility permit for <br /> receiving and treating offsite wastewater, generated by Olin <br /> Interconnect Technologies, prior to discharge to the City of <br /> Manteca under Permit No. 88-1, and is waiving associated <br /> regulatory requirements in CCR Title 22 , Chapter 20, for <br /> permitted facilities, except as specified in the paragraphs <br /> below: <br /> IV. TERMS AND CONDITIONS <br /> 1. This variance is issued, in part, on the basis of <br /> information contained in the Indy Electronics, Inc. <br /> application and operations plan received by the <br /> Department on June 20, 1995, and other information <br /> provided by Indy and Olin to and maintained on file at <br /> the Department' s Northern California office. <br /> 2 . This variance applies only to the wastewater treatment <br /> units authorized under PBR, as described in Indy's PBR <br /> notification No. 1772 , dated March 30, 1993, and <br /> authorized by the Department in an authorization letter <br /> written to Indy dated July 28, 1993 . <br /> 3. Indy shall only accept for offsite treatment the <br /> wastewater generated by Olin from Olin's anodization <br /> process located at 544 Industrial Park Drive, in <br /> Manteca, California. <br /> No other hazardous waste shall be accepted at the <br /> facility from offsite sources. <br /> 3 <br />
