San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax; (209)468-3433 Web:www.sjgov.org/ehd <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: I Date: <br /> SHERIFFS OPERATIONS CTR#1 7000 N MICHAEL CANLIS RD, FRENCH CAMP January 25, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 201 CCR 2712(b) Failure to maintain monitoring, maintenance, and follow up action records. <br /> Maintenance and monitoring records for the last three years were not found on site. <br /> -No test results were found for the 1/26/18 monitoring system certification, 8/29/18 secondary containment testing, <br /> or 10/11/18 overfill prevention testing. <br /> -No alarm logs were found on site. <br /> -No work orders were found on site, including paperwork for the 87 annular sensor replacement from August 2018. <br /> -No responses were found for the following alarms: L5 (diesel UDC) sensor out alarms on 3/25/18, 4/13/18, 4/14/18, <br /> 4/25/18, 7/15/18, 7/29/18, 8/2/18. <br /> These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of <br /> all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual <br /> observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other <br /> monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and <br /> reconciliations. Immediately locate and maintain all maintenance and monitoring records for the last three years on <br /> site and submit copies to the EHD. <br /> This is a repeat violation, Class II. <br /> 204 CCR 2712(1) Current monitoring plan approved by the EHD not found on site. <br /> An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be <br /> accessible on site at all times. Immediately locate and retain a copy on site. <br /> This is a minor violation. <br /> 206 CCR 2712 Failure to comply with UST operating permit conditions. <br /> The alarm history included three sensor out alarms on the 87 tank annular sensor on 8/28/18. A repair permit <br /> application was submitted to the EHD for the sensor replacement on 8/30/18. The contractor later requested the <br /> application be voided due to this being a like-for-like replacement and 'No Permit Required' conditions being <br /> applied. No paperwork was found on site for the 87 annular sensor replacement. The following conditions are <br /> required to meet No Permit Required requirements: <br /> 1. Email EHD a scope of work by emailing to UST@sjcehd.com. <br /> 2. Notify the EHD of the time and date of the repair work by emailing to UST@sjcehd.com <br /> or fax to (209)468-3433. An EHD inspector may stop by the facility to inspect the repair and verify the technician's <br /> certifications. <br /> 3. The service company must install the part and test the system to verify functionality. <br /> 4. The service company must provide the following documentation to the tank owner/operator for inspector review <br /> during annual UST inspection: <br /> a. Description of part(s) installed <br /> b. Name& UST ICC#of Service technician doing the work (manufacturer certification proof) <br /> c.
