Wong,Jeff [EHD]
From: Fox, Wayne [EHD]
Sent: Wednesday, September 2, 2020 10:52 AM
To: Kwong, David [CDD]
Cc: Kith, Michael [EHD]; Wong,Jeff [EHD]; Naidu, Muniappa [EHD]
Subject: Ashley Ranch PA-2000129 (SU) Staff Report- CEQA issue
Hi David,
EHD approval of individual wells for this subdivision is based on the following findings. As per UC Davis
"Irrigation Management of Walnut Trees with a Limited Water Supply", a Walnut orchard uses 41 to 44 in. of
water per acre per year. That translates out to 6,245 gallons per day for two acres. Actual average water use
numbers from Community Service Area 46, a public water system operated by SJC, is 2.108 gal per day. CSA
46 is located within 5 miles of this subdivision and has an average lot size of 1.25 acres per parcel. EHD
expects that this subdivision will use slightly higher numbers but in a similar range. Based on this information
agricultural production would use more water than residential use. A check of the water levels of wells located
in this area from the Department of Water Resources database shows the water table to be between 80 ft. to
100 ft. deep and reasonably stable over the last 20 years. Water quality testing performed by EHD on similar
single use domestic wells in the area meets water quality standards for drinking water.
Individual wells and septic systems on two acre parcels are consistent with the SJC Code of Ordinances and
the Local Area Management Plan which is approved by the Regional Water Quality Control board.
San Joaquin County Local Area Management Plan
Policy Section 7.8 - Allowable Density for a Subdivision - SJC has alternative requirement. "The overall
annual average rainfall for the county is 15.6 inches, allowing for an average density of two acres per single
family dwelling according to Tier 1, Table 1. San Joaquin County Ordinance Code allows for minimum parcel
sizes of two acres when utilizing a well and OWTS."
Wayne Fox, REHS
Interim Director
San Joaquin Co Env Hlth Dept
Ph (209) 468-3420
i
