Shea Homes- Northern California Langston II <br /> 4943.009.007 Phase I Environmental Site Assessment <br /> Condor Earth Technologies, Inc., Phase I Environmental Site Assessment Report, Neighborhood <br /> D, Mountain House and San Joaquin County, California, August 3, 2016. <br /> Condor performed a phase I environmental site assessment in 2016 that included the Property. <br /> The assessment identified three RECs: former agricultural use of the Property, a former Shell <br /> pipeline with some crude oil contamination of soil and groundwater, and old 55-gallon drums <br /> located in a small farm complex at the southern portion of Neighborhood D and east of the <br /> Property. Condor cited their former testing for agricultural chemicals and stated that the results <br /> indicated that there was no potential hazard to public health. Since the farm complex was not a <br /> part of Neighborhood D, Condor stated that no environmental concerns related to the location <br /> posed a risk to the Property. <br /> The report also included a summary of Condor's environmental review of remediation activities <br /> for soil contaminated from the release of petroleum hydrocarbons from the former Shell pipeline, <br /> which crossed through Neighborhood D. Shell excavated several areas of contaminated soil and <br /> backfilled the excavations with engineered fill. The Central Valley Regional Water Quality Control <br /> Board issued a No Further Action letter on November 4, 2011, indicating that remaining <br /> concentrations of petroleum constituents in soil did not pose a threat to human health. <br /> 3.0 RECORDS REVIEW <br /> 3.1 PROPERTY RECORDS <br /> 3.1.1 Title Report/Ownership <br /> The Title Report lists recorded land title detail, ownership fees, leases, land contracts, easements, <br /> liens, deficiencies, and other encumbrances attached to or recorded against a subject property. <br /> Laws and regulations pertaining to land trusts vary from state to state and the detail of information <br /> presented in a Title Report can vary greatly by jurisdiction. As a result, ENGEO utilizes a Title <br /> Report, when provided to us, as a supplement to other historical record sources. <br /> A Preliminary Title Report for the Property was not provided at the time of publishing this report. <br /> 3.1.2 Environmental Liens and Activity Use Limitations <br /> The Client-based environmental questionnaire completed by Brad Slinkard indicated that he is <br /> not aware of any environmental cleanup liens recorded against the Property. <br /> 3.2 HISTORICAL RECORD SOURCES <br /> The purpose of the historical record review is to develop a history of the previous uses or <br /> occupancies of the Property and surrounding area in order to identify those uses or occupancies <br /> that are likely to have led to recognized environmental conditions on the Property. <br /> 3.2.1 Historical Topographic Maps/Aerial Photographs/Sanborn Maps <br /> Historical USGS topographic maps, aerial photographs, and Sanborn Fire insurance maps were <br /> reviewed to determine if discernible changes pertaining to the Property had been recorded.
