SHAWN
H A WI F Environmental Health Department
COUNTY
—
It' Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
DOLLAR TREE#07648 318 W MAIN ST. RIPON May 15. 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
According to Renesha, the items mentioned above, with the exception of the dish soap, were stored by another
employee and to be used to clean the facility. However, the labeling on the Stericycle Environmental Solutions
StrongPak bags indicate the bags are meant for hazardous waste, since the Poster and Rules for Accumulating
Hazardous Waste poster, posted on a wall next to the HW storage area, were made by the Stericycle Environmental
Solutions StrongPak company(IMG 6322). Additionally, the Rules poster states that there should be only one waste
per bag, referring to only one hazardous waste per bag. Renesha removed the items from the cabinet and placed the
items in their appropriate HW totes.
-Two bags labeled as"Hazardous Waste"and containing used paper towels were found on top of a tote located on the
ground beneath shelves of Dollar Tree baskets at the front of the store. Renesha said the baskets are used to hold
items that are waiting to be placed back on the shelves for sale, while the tote on the ground is used to hold items
waiting to be processed as hazardous waste. Renesha said the two hazardous waste bags with paper towels should
have been inside the tote. Renesha suspected the paper towels were used to clean something in the store, but did not
know what, nor what was on the paper towels. Renesha ultimately marked the two bags with"CB"for Corrosive Bases
and placed them in a CB HW tote. (IMG 6382-4,6434)
-The items listed below(except items noted with an asterisk*)were found inside bags labeled"Stericycle"and"One
Waste Per Bag,"and inside the unlabeled tote found on the ground at the front of the store. Renesha stated that the
items in this tote are waiting to be processed, and once processed are placed in the proper HW tote. Renesha said
she processes the items in the tote one or two times each month. Renesha also stated the accumulation of the items
found in the tote started about one month ago(IMG 6382-3,6385-6417,6422-7, 6430-1):
o An over half-filled 40 fl. oz. container of LA's Totally Awesome Streak Free Window Cleaner with ammonia and
used paper towels. The handheld scanner stated the window cleaner should be placed in a CB HW tote.
o A container of Ajax powder cleanser with bleach was found in a bag labeled"Hazardous Waste."The handheld
scanner stated the Ajax should be placed in a STOU HW tote. However, according to the Poster, items containing
bleach are classified as OX.
o A 2-pack of permanent markers, which the handheld scanner stated should be placed in an STOU HW tote.
o A leaky container of Ajax laundry detergent which leaked out of the bag and onto the ground. Renesha double
bagged the laundry detergent, cleaned up the spill using paper towels, and placed the used paper towels into the bag
with the Ajax laundry detergent. The handheld scanner stated the laundry detergent should be placed in an STOU HW
tote.
o Two leaking cans of energy drinks, Rock Star and Rip-It,which the handheld scanner stated were not hazardous.
Renesha stated that she was told by corporate that energy drinks should be managed as hazardous.
o Electronic Christmas lights.According to the hazardous waste label on an STOU HW tote observed in the HW
storage area, universal waste, including electronics, is to be placed in an STOU HW tote.
o An Apothecary candle, which the scanner stated"See guide"for the item's disposal code. According to the
STOU HW tote label observed in the HW storage area, candles were listed as contents in an STOU HW tote.
o A leaky container of V05 shampoo with used paper towels, which the scanner stated should be placed in an
STOU HW tote.
o*An open package labeled as Card Reader Cleaning Card and with the statement that the item is saturated with
isopropanol. Renesha stated the item is used by the facility to clean the card payment readers at the cash registers.
The item did not have a barcode that could be scanned. Renesha stated she did not know which HW tote the item
should be placed in. Renesha left the package in the tote. However, according to the Dollar Tree Potentially
Hazardous Materials Management poster, posted in the HW storage area, items containing isopropyl or IPA are
classified as Aerosols, Flammables, &Combustibles(AF).
FA0000734 PRO543984 SCO01 05/15/2019
EHD 22-01 Rev.09/27/2018 Page 7 of 17 Small Quantity Hazardous Waste Generator OIR
1868 E.
