2.0 PEA OBJECTIVES <br /> The DTSC has agreed to provide the LUSD with a PEA for the Site under a grant funded by the USEPA. <br /> The overall objectives of the PEA include: <br /> • Evaluating historical information for indications of the past use, storage, disposal, or release of <br /> hazardous wastes/substances at the Site. <br /> • Evaluating whether current or past hazardous material management practices or waste <br /> management practices have resulted in a release or threatened release of hazardous materials, or <br /> whether naturally occurring hazardous materials are present which pose a threat to children's <br /> health,children's learning abilities,public health, or the environment. <br /> • Evaluating through a field sampling and analysis program the nature of hazardous materials that <br /> may be present in soil, surface water, or groundwater at the site, their concentration and general <br /> extent. <br /> • Estimating the potential threat to public health posed by hazardous materials at the site, using a <br /> residential land-use scenario, and performing an ecological risk screening evaluation, if <br /> necessary. <br /> Based on information developed during the PEA and the human and ecological risk screening evaluations <br /> using the DTSC's PEA Guidance Manual (January 1994, second printing June 1999), the DTSC will then <br /> make an informed decision regarding potential risks posed by the Site. Possible outcomes of the PEA <br /> decision include the requirement for further investigation through the USEPA remedial <br /> investigation/feasibility study (RDFS) process if the Site is found to be significantly impacted by <br /> hazardous substances release(s); the need to perform a removal action if localized impacts by hazardous <br /> substances release(s) are found; or issuance of a"No Further Action" finding if the Site is found not to be <br /> significantly impacted and risks to human health and the environment are found to be within acceptable <br /> levels based on the conservative screening level risk assessment. <br /> In consultation with DTSC and according to the scope of work, no asbestos-containing material (ACM) <br /> or lead-based paint inspections will be conducted for the structure during this PEA investigation. <br /> Inspections for ACM or lead-based paint may be conducted separately by the LUSD for review by the <br /> DTSC. Site visits and review of databases, historical site photos, and county records of land use provide <br /> no evidence of existing underground storage tanks or other subsurface structures. Therefore, a full <br /> geophysical survey is not within the scope of this PEA.
