3.0 SUMMARY OF BACKGROUND RESEARCH <br /> 3.1 RESEARCH METHODOLOGY <br /> Numerous information sources were reviewed as part of the background research for the Phase I ESA <br /> conducted by NOA Environmental [NOA, 2002]. The Phase I ESA was reportedly conducted pursuant <br /> to the processes set forth in the American Society for Testing and Materials (ASTM) Standard Practice <br /> for ESAs: Phase I ESA Process (ASTM Standard E1527-00), and pursuant to DTSC recommended <br /> investigative procedures for assessment of proposed school sites. Supporting documentation, such as the <br /> June 20, 2002 environmental records search report, included in the Phase I ESA report has been <br /> independently reviewed by URS during the preparation of this Work Plan to confirm statements made in <br /> the reports. Other information sources were also reviewed by URS such as maps and climatological and <br /> hydrogeological reports. <br /> 3.2 SITE DESCRIPTION AND LOCATION <br /> 3.2.1 Site Name <br /> The Site has been identified by the LUSD as the Lockeford Elementary School Expansion Site. <br /> 3.2.2 Site Address <br /> The street address for the southern parcel is 19555 North Tully Road, Lockeford, California 95237. The <br /> northern and western parcels do not have assigned street addresses. <br /> 3.2.3 Designated Contact Person <br /> Ms. Susan Ryan,Planning Analyst, is the contact person designated by the LUSD. <br /> 3.2.4 Mailing Address <br /> The mailing address for the LUSD is: <br /> Lodi Unified School District <br /> 1305 East Vine Street <br /> Lodi,CA 95240 <br /> 3.2.5 Other Site Names <br /> Based on a review of the Environmental Data Resources (EDR) report dated June 20, 2002, that was <br /> included in the Phase I ESA report, D.H. Winn Trucking, operating at 19555 N. Tully Rd, Lockeford, <br /> CA 95237, appears in the Resource Conservation and Recovery Information System(RCRIS) database as <br /> a small quantity hazardous waste generator, in the CalEPA Hazardous Waste Information System <br /> database (HAZNET) as a shipper of various wastes, and in the Historical UST database as an operator of <br /> a 10,000-gallon UST for storing waste oil, which was installed in 1978 (see the EDR executive summary <br /> in the Phase I ESA report for the complete list of databases queried). <br /> Page 7 PAPEA L.ockeford\Work PIanU. keford WP.doc <br />
