ARCADIS Mr. McKinley Lewis, Jr. <br /> April 20, 2011 <br /> • the requirement for further investigation through a supplemental site investigation <br /> or remedial investigation/feasibility study process if the Site is found to be <br /> significantly affected by hazardous substances release(s); or <br /> • the need to perform a removal action if localized impacts (general housekeeping- <br /> small quantity) by hazardous substances release(s)are found; or <br /> • issuance of a"No Further Action"finding if the Site is found not to be affected, or <br /> risks to human health and the environment at the Site are found to be within <br /> acceptable levels based on the conservative screening-level risk assessment. <br /> Background <br /> The Site is an approximately 4-acre residential parcel. Adjacent properties include <br /> Brock Elliot Elementary School to the southwest, residential properties to the west, <br /> south and north, South Union Road to the east followed by Sequoia Christian <br /> Academy of Manteca and the Manteca Fire Prevention/Fire Department. <br /> The property was originally purchased by Mr. and Mrs. Lawrence W. Gordon on <br /> December 3, 1959. In 1995, the property was placed in ownership of the Gordon's <br /> Revocable Trust. Mr. Jim Gordon obtained ownership in 2003 following the death of <br /> his father in 2003. <br /> The Site is currently abandoned. A main residence and several dilapidated structures <br /> remain at the Site. Vehicles, structures, and storage containers at the Site have been <br /> decimated by fires, vandalism, and natural deterioration. A chain-link fence <br /> surrounds the property to assist in preventing trespassers from entering the property. <br /> Mr. Lawrence Gordon operated numerous businesses between 1959 and 2003 <br /> under the fictitious names of Gordon Research Company and U.S. Gordon <br /> Subproperty. Mr. Gordon purchased large volumes of bulk chemicals from military <br /> surplus auctions, and then stored and resold them from the property.
