As we discussed, I would appreciate you e-mailing me the link to the County's bulletin <br /> on well standards and the well decommissioning schematic you have prepared so that I can review these <br /> materials and provide them to the drillers as part of the RFB package. <br /> As I explained to you, RWQCB has rescinded the Waste Discharge Requirements for the site because Pond 3 <br /> was clean closed in 1994 and evaluation of 15 years of monitoring results indicates that the site soil and <br /> groundwater are no longer contaminated. Attached is the WDR rescission letter(sent to Robert McClellon of <br /> SJCEHD). Based on the site now being uncontaminated,we understand that the County will approve well <br /> decommissioning by pressure grouting rather than by overdrilling, with certain near surface completion features <br /> as we discussed and that will be shown on the schematic you provide to me. <br /> In addition,we discussed that you would perform a records search on several of the wells so that MSE can <br /> provide accurate information to the drillers for preparing bids. Because a number of the monitoring wells were <br /> installed as early as 1986 and several water supply wells were likely installed before then (possibly long before <br /> then), available records on the wells are limited. MSE would appreciate you attempting to locate records on the <br /> following wells for APN 12908009 (PG&E McDonald Island): <br /> • P-6A(surface riser was allegedly destroyed by a farmer in 1999; probably 2" PVC; could not be located <br /> during a recent site reconnaissance; attached Table 2-1 indicates the piezometer"was destroyed in 1999") <br /> • WP-1 (installed on Whiskey Slough embankment; 1.5" steel casing; could not be located during <br /> reconnaissance; construction details needed) <br /> • ZFD-1 (likely a water supply well into at least the third water-bearing zone; WLs never measured; appeared <br /> during reconnaissance to be part of a cluster of farm irrigation wells; likely not a PG&E well and might not <br /> be on APN 12908009) <br /> • TCD-1 (likely a water supply well into at least the third water-bearing zone; WLs measured from 4/94 <br /> through 5/95; no survey data nor other information; not found on any available site figures; might not be on <br /> APN 12908009) <br /> MSE will attempt to locate P-6A and WP-1 by clearing and scraping the surface around their approximate <br /> locations and looking for evidence of the wells. Assuming they are found, then the wells will be cleaned out <br /> before pressure grouting. ZFD-1 was not installed by PG&E and is likely owned by one of the farmers on the <br /> island; PG&E will attempt to confirm this. TCD-1 is not known to have been installed by PG&E, and considering <br /> its WL measurement period it is assumed to have been destroyed. Unless you find records indicating that TCD-1 <br /> still exists then no further action will be taken regarding this well. <br /> The remaining 24 wells that will be decommissioned were found during the reconnaissance and are shown on site <br /> figures. These wells are MW-1 RD, MW-2 through MW-11, P-1 A, P-1 B, P-2A, P-3A, P-313, P-4A, P-5A, PJA, and <br /> 5/29/2009 <br />
