H nFPARTMENT <br />3E, upon discussion with Costco Environmental Services/Hazardous Materials as time allows, will call: <br />• State (spill reporting): (800) 852-7550 <br />3E, upon discussion with Costco Environmental Services/Hazardous Materials as time allows, will call: National <br />Response Center: (800) 424-8802 <br />Hospital: Sutter Tracy Community Hospital <br />(209) 8354500 <br />1420 North Tracy Boulevard <br />Tracy, CA 95376 <br />Section III: Core Plan Elements <br />A) Emer�ency Coordinators Roles and Responsibilities <br />In the event of a hazardous material spill or any unplanned sudden or non- sudden release of hazardous waste or <br />hazardous waste constituent, the Emergency Coordinators identified in this Plan will contact the Verisk 3E <br />immediately using the 24 hour emergency hotline at (800) 451-8346. The Verisk 3E will: <br />• Obtain the character, source, amount, and extent of discharged hazardous materials from the Emergency <br />Coordinator calling <br />• Assess hazards to human health and the environment <br />• If the incident threatens human health or the environment outside the facility, notify local authorities that <br />evacuation may be necessary and notify the National Response Center at (800) 424-8802 and the <br />applicable state emergency response hotline <br />The Emergency Coordinators along with guidance and assistance fr <br />om Costco Environmental Services will be <br />responsible for the following duties: <br />• Take all reasonable measures necessary to ensure fires, explosions and discharges do not occur, reoccur, or <br />spread <br />• Monitor for leaks, pressure buildup, gas generation or ruptures in valves, pipes, or other equipment if the <br />site stops operation <br />• Provide for treating, storing, or disposing of recovered waste, contaminated soil, surface water, or other <br />material <br />• Ensure wastes that are incompatible with the released material are not treated, stored, or disposed until <br />cleanup is completed <br />• Ensure that emergency equipment is clean and fit for use prior to resuming operation. <br />B) Discovery and Initial Response: <br />In the event of a hazardous material spill, the Warehouse Manager and the Supervisor/Department Manager will <br />immediately be notified and evacuation procedures will be implemented as the situation warrants. Employees who <br />have had Hazard Communication, Hazardous Materials / Hazardous Waste training and specific departmental <br />training with the proper PPE and spill cleanup equipment may respond to incidental releases. An incidental release <br />is one that does not cause imminent health or safety hazard to employees and does not have to be cleaned up <br />immediately to prevent death or serious injury to employees. Upon response, the release area will be immediately <br />marked and cleared of customers and non-essential personnel. The product will be identified, and if safe to do so, <br />the release will be stopped at the source during the time of release. Drainage into sewers or storm drains will be <br />blocked. <br />January 2019 <br />
