The emergency response contractors will utilize properly trained employees to clean up and remove hazardous <br />wastes at the facility. In the event of an emergency, the fire department will be contacted to respond to and mitigate <br />the emergency. <br />E) Termination and Follow-Up Actions: <br />The emergency response contractor utilized will be responsible for the demobilization of any resources they may <br />have used to mitigate the spill. Any hazardous waste generated as a result of the clean-up process will be handled in <br />accordance with local, state, and federal regulations. Costco personnel and/or the Verisk 3E (on Costco's behalf) <br />will conduct accident investigations, and submit all required applicable written reports to federal, tat <br />agencies. r <br />Section IV: Annexes ,IM(IN <br />A) Response Management System �=i�!VIR(�N��iV i_ <br />As previously stated, in the event of an emergency incident at Costco, a licensed emergency responseENT <br />be called to mitigate the incident. Costco store management employees will inform responders as to th o tion o <br />the release, and assist all fire department and emergency response contractors during an incident at the facility. <br />1) Command: The command post will be determined according the location and type of incident that is <br />occurring. The manager on duty will disseminate information at the facility. The designated Costco <br />representative on-site (Manager on duty) will inform all responders on the specific products involved in the <br />incident, as well as notify them as to the location of emergency response equipment located in the facility. <br />Costco employees will remain under the guidance of outside emergency responders, and corporate <br />personnel. <br />2) Information: Local officials will be contacted as required, and may include any release that results in <br />evacuation, threatens injury, or threatens to migrate off property. If further notification is required, the fire <br />department, in conjunction with the police department, will contact neighboring facilities. Corporate <br />personnel will conduct any press conferences, press releases, or community relations. <br />3) Safety: Upon discovery of a release, customers and employees will be evacuated from the area as needed. <br />If the release is significant, such as unconfined volatile hazards or immediate danger to life or health, the <br />facility will be evacuated. <br />Evacuation will be initiated via verbal means by shouting or bullhorn, cell phones, and/or fire alarm when <br />appropriate. Costco will assist customers in locating the closest emergency exits, which are illuminated. <br />Once their department is clear of customers, Costco employees will proceed to the pre -determined <br />evacuation and staging area for a head count and further instruction. <br />Emergency responders and clean up contractors will be summoned for assistance. For larger spills, only <br />licensed contractors utilizing HAZWOPER trained personnel will be used. <br />4) Liaison, Staff Mobilization: Costco does not have an intern <br />al emergency response team, and will follow the <br />guidance of local responding officials and the emergency response contractors dispatched to the incident. <br />The designated ER Captain is responsible for informing the incident commander and local officials about <br />the incident that has occurred. <br />5) Operations: Costco has limited hazards that consist of prepackaged consumer general merchandise products <br />packaged in relatively small containers, waste photo solutions containing silver generated from the 1 -Hour <br />Photo Center processes, and lead -acid batteries utilized for the operation of forklifts, pallet jacks, and floor <br />scrubbers, system refrigerant, and pharmaceutical waste from the pharmacy and gas station waste from <br />incidental spills. <br />Materials that may be involved in an incident include: flammable and combustible liquids, flammable <br />gases, aerosol products, corrosive liquids, water reactive liquids, liquid and solid oxidizers, and liquids <br />classified as irritating, toxic or as having other health hazards. The first step in responding to an incident <br />would be to determine which of these types of products were involved in the incident, and what their <br />characteristics are.
