Once a release has been recognized, all customers and non-essential employees shall
evacuate the area. Spill clean up procedures deemed appropriate in consultation with Verisk 3E are to be
followed, including the donning of PPE (i.e. gloves, eye protection, etc.). No person shall attempt to
mitigate the release unless the appropriate PPE level is available and the person is adequately trained.
7) Protection Planning: All non-essential Costco employees will be isolated from the area of any release. All
responding (properly trained) employees in the area will don the appropriate level of PPE. Environmental
concerns may be mitigated by the use of absorbents to clean up chemicals involved. All hazardous wastes
will be stored and labeled properly by the responders.
Because Costco warehouses primarily carry pre-packaged consumer products, planning consists of proper
storage, handling and disposal, (if necessary) of hazardous materials. See Training and Exercise Drills
Section for additional information.
8) Coordination with Natural Resource Trustees: In the unlikely event that an incident at Costco would affect
the surrounding areas, Costco Corporate personnel, or a designated representative will provide information
and cooperation to the Fire Department and the Natural Resource Damage Assessment, administered by the
Environmental Protection Agency (EPA).
9) Hazardous Waste Minimization Policy Statement:
Asa generator who initiates shipments of hazardous waste we certify to the following statement in Item 15
of the uniform hazardous waste manifest:
In an effort to protect the environment and human health our policy as a large quantity generator is to
minimize our generation of hazardous waste. We provide our employee's training in the proper handling
and disposal of hazardous waste in accordance with all applicable laws and have selected a practicable
method of treatment storage, or disposal currently available to us which minimizes impact to health, human
safety and the environment.
10) Hazardous Waste Management: Costco may generate waste as a result of severely damaged products or
accidental chemical spills. Waste stored on-site is properly packaged, labeled, secured, maintained and
inspected by Costco employees prior to disposal in accordance to federal, state, and local regulations.
Hazardous waste manifests are maintained on file for verification of proper waste management and
disposal.
Costco's hazwaste procedures include using licensed contractors to transport
and dispose of stored
hazardous waste. For the rare, larger hazmat spill, the location will call Verisk 3E for spill response and
management. Costco will select and utilize only licensed professional emergency response contractors.
The logistics and equipment will be the responsibility of the contractor.
11) Finance/Procurement/Administration: The acquisition of resources and any incident related cost will be
handled by the Costco location and/or by Costco's corporate office representatives.
B) Incident Documentation:
In the unlikely event of a substantial release, all appropriate federal, local, and state requirements will be met. This
includes OSHA incident reports, spill generator reports, and risk assessments.
C) Training:
Employees receive appropriate safety training during new hire orientation, when exposed to new substances,
processes, procedures or equipment which pose new or additional hazards, and on a recurrent basis as needed based
on the type of job/hazard exposure.
