C. Construct water well under permit and inspection of the Environmental Health <br /> Department prior to occupancy. Should the number of non-resident individuals <br /> exceed 24 for at least 60 days per year, or the number of service connections exceed <br /> four, a yearly permit to operate a public water system will be required by the <br /> Environmental Health Department(San Joaquin County Development Title, Section <br /> 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with <br /> San Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., <br /> Title 22, and Health and Safety Code, Section 116525 through 116570. <br /> D. Applicant shall make notification to the Environmental Health Department to conduct <br /> a composting/organics handling operation and make application for Notification <br /> Tier Permit 60 days prior to operation. A fee of$372.00 shall be paid at time of <br /> submittal to the Environmental Health Department. <br /> NOTE: Notification Tier Permit does not allow composting of mortality. <br /> E. Submit a Manure/Solid Waste Management plan to the Environmental Health <br /> Department for review and approval prior to the issuance of grading or building <br /> permits. The manure waste, hair/feather, and dead animal management practices <br /> being performed by the agricultural operation shall be conducted so as to prevent the <br /> creation of excessive vectors or other adverse public health/well-being condition, <br /> otherwise manure shall be removed at intervals frequent enough to prevent the <br /> occurrence of such conditions (California Code of Regulations, Title 14, Article 8, <br /> Sections 17823.1, 17823.4, 17823.5, 17824;San Joaquin County Development Title <br /> Section 9-605.6(k)(4)-Dairies). A review fee of$186.00 is required at the time of <br /> submittal. A plan preparation guidance document is available upon request <br /> F. Contact the California Regional Water Quality Control Board, Central Valley Region, <br /> prior to development(Water Code, Article 5, Section 13280) and complete a Report <br /> of Waste Discharge (RWD) application. In the RWD include all plan discharges <br /> including, but not limited to manure storage/composting, reverse osmosis discharge, <br /> and any discharge from the egg processing area. <br /> H. Any person who sustains, stores, manages or receives agricultural by-products or <br /> other waste materials generated as a result of the operation of any agricultural <br /> property or produce processing plant shall do so in such a manner as to prevent the <br /> spread of disease, the occurrence of excessive vectors, odor, or feathers or other such <br /> adverse conditions related to the public health and well-being (California Code of <br /> Regulations, Title 14, Article 8, Section 17820). <br /> I. All inspection and enforcement costs related to any liquid waste, solid waste or vector <br /> complaints received at the Environmental Health Department that are verified upon <br />
