In the hazardous waste storing waste area there were one 55 gallon black steel drum holding oily solids and one 55 gallon black steel drum containing oily water were observed with open lids. All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. This is a repeat violation, Class II. 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. Facility does not have a tank assessment for the waste antifreeze tank located in the hazardous waste storage area. A tank is defined as a storage device that is not engineered to be moved when full. The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. Immediately have an assessment prepared for the approximately 100 gallon waste antifreeze tank. Submit a schedule showing when this will be accomplished to the EHD. This is a repeat violation, Class ll. 503 CCR 66265.192(k)Hazardous waste tank assessment is incomplete. The hazardous waste tank assessment for the used oil tank is incomplete. It is lacking the signature of management required on page two of the tank assessment.The tank assessment states engineer recommendations on section four page nine of the documents but no document proving that the recommendations have been satisfied.The hazardous waste tank assessment shall include all of the following information: 1.tank configuration (i.e., horizontal, vertical), material of construction, and gross capacity(in gallons); 2.design standard(s), if available,according to which the tank and ancillary equipment were or will be constructed and all of the following information: A. material of construction; B. material thickness and the method used to determine the thickness; C.description of tank system piping(material,diameter); D.description of any internal and external pumps; and E. sketch or drawing of tank including dimensions. 3.documented age of the tank system(if tank was previously used), if available, (otherwise, an estimate of the age); 4.description and evaluation of any leak detection equipment; 5. description and evaluation of any corrosion protection equipment, devices, or material; 6.description and evaluation of any spill prevention or overfill equipment; 7. description and evaluation of secondary containment for the tank system including applicable secondary containment for ancillary equipment as required in subsection 66265.193(0,- 8. hazardous characteristics of the wastes that have been or will be handled. Immediately amend the tank system assessment to include all required information and submit a copy of the amendments to the EHD. This is a repeat violation, Class II.
