Per the SWFP, facility is limited to a design capacity of <br />100,000 cubic yards and piles of material on site must be 250 feet in length, 150 feet in width, <br />and 25 feet in height. Inspection report and email to Jed Phelps (Facility General Manager) are <br />attached (Attached under Exhibit B). <br />WHEREAS, an inspection conducted on December 28, 2016, revealed that the amount <br />material on site remained in excess of 100,000 cubic yards, and piles of material on site exceeded <br />250 feet in length. The Facility was also unable to grind and place green waste into windrows <br />within 72 hours of receipt in accordance with SWFP 39 -AA -0051, Section 17. n. The Facility <br />was given an area of concern for not complying with permit terms and conditions (PRC <br />44014(b)) for design capacity, pile dimensions, and required integration of compostable material <br />into the composting operation within 72 hours of receipt. An additional area of concern was <br />given for Title 14 California Code of Regulations, (T14CCR) Section 17867(a)(3), for offsite <br />litter and ponding on site which was resulting in the track -out of mud onto Frewert Road <br />(Inspection Report attached under Exhibit Q. <br />WHEREAS, on December 30, 2016, Harvest Power California, LLC submitted a <br />corrective action plan to reduce the amount of material on site to below 100,000 cubic yards by <br />February 22, 2017 (Attached under Exhibit D). <br />WHEREAS, on January 11, 2017, Harvest Power California, LLC submitted a corrective <br />action plan to reduce the green waste processing time to less than 72 hours (Attached under <br />Exhibit E). <br />WHEREAS, an inspection conducted on January 30, 2017 revealed that the amount of <br />material on site remained in excess of 100,000 cubic yards, the piles of material on site exceeded <br />250 feet in length, and the facility remained unable to grind and place waste into windrows <br />within 72 hours of receipt. Facility was given an area of concern for not complying with permit <br />terms and conditions (PRC 44014(b)) for design capacity, pile dimensions, and required <br />integration of compostable material into the composting operation within 72 hours of receipt. <br />Additional ponding was present on site due to inclement weather during the month of January. <br />-2- <br />
