Therefore, an area of concern <br />was given for Title 14 Section 17867(a)(9) due to lack of proper firelanes. Track -out of mud <br />observed on Frewert Road. Litter was also observed in the adjacent field to the east. Facility <br />also did not have any rodent bait stations in place. Therefore an additional area of concern was <br />given for T14 CCR Section 17867(a)(3) (Inspection Report attached under Exhibit F) <br />WHEREAS, on February 14, 2017, Sam Monaco (Sr. Vice President — West) of Harvest <br />Power California, LLC submitted a aerial surveys documenting 139,260 cubic yards of material <br />on site on January 31, 2017 (Attached under Exhibit G) and 152,535 cubic yards of material on <br />site on December 28, 2017 (Surveys attached under Exhibit H). <br />WHEREAS, an inspection conducted on February 15, 2017, revealed that the amount of <br />material on site remained in excess of 100,000 cubic yards, the piles of material on site exceeded <br />250 feet in length, and the facility remained unable to grind and place waste into windrows <br />within 72 hours of receipt. The Facility was given an area of concern for not complying with <br />permit terms and conditions (PRC 44014(b)) for design capacity, pile dimensions, and required <br />integration of compostable material into the composting operation within 72 hours of receipt.. <br />Ponding remained on site due to inclement weather since the previous inspection. The west side <br />of the facility was inaccessible and only the northern half of the east perimeter road was <br />accessible due to the large amount of ponding water on site. Track -out of mud was also a <br />continuing occurrence on Frewert Road. Therefore, areas of concern were given for T14CCR, <br />Section 17867(a)(9), for lack of firelanes and T14 CCR, Section 17867(a)(3), for track -out of <br />mud. An additional area of concern was given for T14 CCR, Section 17868.5(a), because green <br />waste that had just been delivered to the site was observed unloaded on to piles of green waste <br />that had been load checked greater levels of contamination were observed (Inspection Report <br />attached under Exhibit I) <br />WHEREAS, on February 23, 2017, EHD granted an extension based on surveys showing <br />a significant reduction in volume of material and inclement weather hindering movement of <br />material offsite. The extention allowed the Facility more time to reduce amount of material on <br />-3- <br />
