Other TACs are less common and are typically associated <br /> with industrial operations. <br /> As noted, the SJVAPCD is tasked with implementing regulations designed to attain <br /> ambient air quality standards. SJVAPCD regulations that are potentially applicable to the <br /> project are summarized below. <br /> Regulation VIII(Fugitive Dust PMIo Prohibitions) <br /> Rules 8011-8081 are designed to reduce PMIo emissions (predominantly dust/dirt) <br /> generated by human activity, including construction and demolition activities, road <br /> construction, bulk materials storage, paved and unpaved roads, carryout and track <br /> out, landfill operations, etc. <br /> Rule 4101 (Visible Emissions) <br /> This rule prohibits emissions of visible air contaminants to the atmosphere and <br /> applies to any source operation that emits or may emit air contaminants. <br /> Rule 9510 (Indirect Source Review) <br /> Rule 9510, also known as the Indirect Source Rule, is intended to reduce or mitigate <br /> construction and operational emissions of NO, and PMIo generated by new <br /> development, either directly and/or by payment of off-site mitigation fees. <br /> Construction emissions of NOX and PMIo exhaust must be reduced by 20% and <br /> 45%, respectively. Operational emissions of NOX and PMIo must be reduced by <br /> 33.3% and 50%, respectively. As Rule 9510 applies to residential projects of at <br /> least 50 units, it would apply to this project. <br /> In 2015, the SJVAPCD adopted a revised Guide for Assessing and Mitigating Air Quality <br /> Impacts. The Guide defines an analysis methodology, thresholds of significance, and <br /> mitigation measures for the assessment of air quality impacts for land development <br /> projects within SJVAPCD's jurisdiction. Table 3-2 shows the CEQA thresholds for <br /> significance for pollutant emissions within the SJVAPCD. The significance thresholds <br /> apply to emissions from both project construction and project operations. <br /> Environmental Impacts and Mitigation Measures <br /> a)Air Quality Plan Consistency. <br /> The California Emissions Estimator Model (CaIEEMod) was used to estimate both <br /> construction and operational emissions associated with the proposed project. The <br /> CaIEEMod results are shown in Appendix A of this document, and Table 3-2 shows the <br /> maximum project construction emissions in a calendar year and the annual operational <br /> emissions based on the CaIEEMod run. <br /> Pock Lane Public Review Draft IS/MND 3-9 May 2022 <br />
