Brownell and Salcedo, <br />The Port of Stockton, Port of Sacramento, and Port of Oakland have received funding from the <br />American Reinvestment and Recovery Act (ARRA) in the form of a Transportation <br />Infrastructure Generating Economic Recovery (TIGER) grant for the development of a Maritime <br />Highway Corridor. This project is intended to reduce truck traffic by increasing the volume of <br />shipping containers moved by barge between inland and Bay ports. As part of the project, the <br />Port of Stockton (Port) will be developing a Maritime Laydown Area, which will consist of a <br />raised pad with approximately 15 acres of paved surface for storing shipping containers. <br />Construction of the Maritime Laydown Area is scheduled to begin in Summer 2011; however, <br />there are several wells and peizometers in the footprint of the proposed development that must <br />first be properly abandoned. ERS has prepared this work plan on behalf of the Port to abandon <br />five wells (W-13, W-32, W-120, W-234, and W-235) and four piezometers (P-101, P-102, P-105, <br />and P-179) within or adjoining the development area (Figure 1). The Navy destroyed one <br />piezometer (P-104) in this area in 1999. Well construction details and other information, <br />including a rationale for well abandonment, are summarized in Table 1. Well construction logs <br />are provided in Appendix A. <br />With one exception, the wells and piezometers that require abandonment were installed in the <br />investigation of Installation Restoration (IR) Sites 7 and LAS-08, both closed. Well W-13 was not <br />associated with any IR Site. Site closure reports were prepared (ERS, 2003, ERS, 2004), and <br />approved by the lead regulatory agencies (DTSC, 2004, RWQCB, 2007) and these sites <br />underwent public review (DTSC, 2009).
