Discharge of wastewater at a location or in a manner different from that described in Finding No. <br />4 is prohibited." <br />"A.3. Discharge of materials, other than storm water, that is not otherwise permitted by this Order to <br />surface waters or surface water drainage courses is prohibited." <br />On 18 April 2003, due to an equipment failure, 5,500 gallons of ammonia hydroxide were spilled onto <br />the ground surface within a secondary containment/storm water containment area. The containment area <br />percolates directly to groundwater and it was connected to the Port of Stockton's storm water system. <br />The Discharger submitted a report, dated 28 May 2003, stating that no ammonia was discharged into the <br />Port's storm water system, describing the spill, and outlining procedures and modifications necessary to <br />prevent a future spill. <br />Based on the elevated levels of ammonia in the samples collected on 23 April 2003 at the spill location, <br />we believe the residual waste in the soil from the spill could affect groundwater. Pursuant to California <br />Water Code Section 13267, by 1 September 2003, we request the Discharger to submit a technical <br />report. <br />California Environmental Protection Agency <br />0 Recycled Paper <br />The energy challenge facing California is real.
