Harney Lane D.S. Page 2 of 4
39-AA-03
17708 - Drainage and Erosion Control
Drainage for the lift under construction was not adequate. Water
was ponded at several places on the lift (Slides 18, 43, 45, 49) .
In an attempt to correct this problem, operators had excavated a
temporary drainage ditch in previously covered waste. However,
water was ponded in the ditch and had come into contact with
exposed waste (Slides 30, 32, 33, 34, 35, 36, 37, 38) .
17709 - Contact with Water
Q5
I observed waste in contact with water where a drainage ditch had
been excavated in previously covered waste (Slides 30, 31, 32,
33, 34, 35) .
17710 - Grading of Fill Surfaces
Ponding was observed in numerous locations during the inspection
indicating that fill surfaces had not been graded to promote
runoff (Slides 39, 40, 41, 42, 43, 44, 46, 47, 48, 49, 50) .
Note:
Operators are in the process of adding additional lifts to the
site in order to achieve a 3% slope on fill surfaces as directed
by the Central Valley RWQCB to meet Subchapter 15 requirements.
Operators hope to have a 1% slope on the site by the beginning of
the 1987 rainy season. The required 3% slope is scheduled to be
met in three years.
INDETERMINATES
Complinace with the following CAC Sections was given an
indeterminate status pending further investigation. The site
was found in complinace with all other applicable standards.
17667 - Water Supply
Drinking water is provided by an on-site well and is tested
quarterly. However, the Central Valley RWQCB was determined that
the tests conducted are inconclusive in determining the water
safety for drinking. Mark Urquhart, Project Engineer, stated
that more complete tests would be run in the near future and that
results would be sent to Board staff. A decision on site
compliance with CAC Section 17667 is deferred pending the results
of these tests.
